十八大以来党的学风建设的理论与实践

【摘要】：学风是人们在学习方式和学习过程上,所显现的学习态度和风气。党的学风问题是党对待马克思主义的态度问题,对待党的学风要求科学地对待马克思主义理论及中国化发展的成果。毛泽东在《整顿党的作风》中表明:“学风问题是我们对待马克思主义的态度问题,是全党同志的工作态度问题。”因此本文对学风建设从理论与实践两个层面进行系统概述与探索,力求在整体上全面把握党的学风建设。现阶段学风建设仍是党风建设的重点。我国已进入改革的攻坚期、爬坡期,社会矛盾日益凸显,党的建设面临着执政考验、改革开放的考验、市场经济的考验和外部环境的考验。加强党的学风建设,关系着党和国家事业的兴衰成败,关系着学习型政党的建设的推进,关系着全面深化改革的成效。习近平总书记强调学风问题是关系党的兴衰成败的重大的政治问题,并在2009年中央党校春季开学典礼上指出:“我们党历来重视学习,是一个勤于学习、善于学习的马克思主义政党”。党员干部作为学风建设的主体,更要率先垂范、以上率下,发挥带头作用。本文简述了学风建设的基本理论并系统介绍了党的学风建设的历史进程,总结了十八大以来党的学风建设的思想与实践,分析了现阶段学风问题及原因,提出了学风建设的几点建议与思考。本文从以下五个部分来阐述。第一部分简述了党的学风建设研究的背景、目的及意义,并根据收集的资料、文献提炼出国内外学者关于党风、学风、学习型政党等问题的研究现状。之后指出本文研究的内容和方法,着重说明创新点。第二部分重点论述了党的学风建设理论,介绍了作风、学风、党的学风的概念,进而说明了党的学风与党的作风之间存在的关系。另外,对党的学风建设的内容与重要性进行详细说明。最后介绍了马克思主义经典作家及十八大以前的学风建设情况。第三部分系统总结了十八大以来党的学风建设的理论,从“为什么学?”、“学什么?”、“怎么学?”三个方面搜集资料,结合最新时政进行整理、分析与总结,是进行研究的理论依据。第四部分梳理了十八大以来党的学风建设的实践推进,从党的群众路线教育活动,到“三严三实”专题教育,再到“两学一做”学习教育活动,切合实际与现状。着重分析了学风建设存在的问题,主要表现形式有形式主义、教条主义、实用主义以及经验主义,最后从心理学角度分析了学习兴趣不高的内因,以及客观上缺乏制度的约束力、宏观上缺乏制度保障,为之后解决问题提供了依据。第五部分仔细探讨了党的学风建设的实现途径。首先,针对性地提出四点措施转变不良作风,分别是向书本学习、向实践学习、加强调查研究、学以致用;其次,从学习的主体,领导干部出发,从学习态度、学习方法分析,指出领导干部要坚持学习在路上、心中有责、密切联系群众、创新学习方式;最后,从完善学习、考核、监督机制健全制度保障。
