公务员考录制度的运行环节及其改进

【摘要】:在公务员制度的各项环节中,作为"进"这一环节的公务员考录制度,对于精英选拔、阶层流动和政治认同等皆具有重要的意义。我国公务员考录制度经过近几十年的发展,初步建立了完整的框架。作为公务员制度的重要组成部分,直接影响着国家机器的正常运行和工作效率,关系着政府工作人员勤政廉政,关系着政府在人民心目中的形象,关系着国家各项事业的兴衰成败。近年来,公务员考录制度进行了多重改革,总体方向明确,重心突出,在突出招考平等、注重信息公开、提升用人效率等维度,取得了不俗的进展,制度效用和公众评价都有显著改进。然而在考录制度的运行环节,仍然存在一定的执行偏差,主要表现在四个方面。一是进出通道的设计还比较模糊,公务员范围和分类界定不清,公务员更新出口机制不畅;二是权利救济的处置还比较弱化,考录程序保障缺失,监督投诉机制虚设;三是考试技术的效用还不够明朗,考试层次和级别划分简约,考试科目和内容重知识轻实践;四是公众心理的困难感知还不少,例如考试费用高昂,报考志愿单一等。造成上述偏差的主要原因在于运行环节内生的三组悖论,即:统一考试与多元需求的矛盾、考试标准化和考生个性化的矛盾、制度公平与用人效率的矛盾。完善现行公务员考录制度,应考虑如何将不同利益主体的考量标准进行有效排序,可以从优化考试技术、加强监督体系、改善制度设计三个层面入手。采用分级分类考试,构建多元化的社会监督,推动公考资格化进程,建立全国统一考试制度等。
[Abstract]:In the various aspects of the civil service system, as "the civil service examination system in this part, for the selection of elite mobility, and political identity is of vital significance. The civil service examination system in China after decades of development, initially established a complete frame. As an important part of the civil service system. Directly affects the normal operation of the state machine and the working efficiency, with the government staff diligent and honest, the relationship between the government image in the minds of the people, the relationship between the state and the cause of success or failure. In recent years, the reform of the civil service examination system for multiple, the overall direction is clear, the focus is outstanding, outstanding equality in recruitment, pay attention to information disclosure, enhance the efficiency of one dimension, has made good progress in the system and the public utility evaluation are significantly improved. However, in the operation process of examination system, there are still a The deviation of the implementation, mainly in four aspects. One is the design of import channel is still relatively vague, unclear definition and scope of civil servants classification of civil servants, update the export mechanism is not smooth; the two is the right remedy disposal is relatively weak, the lack of security supervision and examination procedures, the complaint mechanism three is substantial; the effectiveness of test technology not clear, examination level and grade contracted, examination subjects and content of knowledge and practice of light; the four is the public perception of many of the psychological difficulties, such as the high cost of the exam, candidates volunteer single. The reasons for the deviation is three group paradox, namely: the inner link of the operation examination and the diverse needs of the unity of opposites the contradiction between standardization and examination, candidates personalized, system fairness and efficiency. With the contradiction between people and improve the existing civil service examination system, should consider how to different stakeholders are considered standard Effective sorting can start from three levels: optimizing examination technology, strengthening supervision system and improving system design. We should adopt graded and classified examinations, build diversified social supervision, promote the qualification process of public examination, and set up a unified national examination system.
