【摘要】：全面建成小康社会是实现中华民族伟大复兴历史进程中的重要里程碑,是实现“两个一百年”奋斗目标第一阶段的基本目标。回顾过去,全面建设小康社会已是卓有成效,在未来的三年内,我们进入全面建成小康社会的关键时期,能否成功的全面建成,关乎到我国社会主义现代化进程。本篇论文主要是针对小康的演进阶段进行论述研究,通过对全面建成小康社会存在的问题进行研究并制定出相应的解决方案,为推动全面建成小康社会的发展、加快建设现代化提供些许建议和借鉴。本文从小康发展的不同历史阶段着手,分析全面建成小康社会存在的问题及其原因,提出全面建成小康社会的实现途径,主要内容分四方面:第一部分,全面建成小康社会战略目标的提出、确定,是一个逐步演进的历史进程,先是从“小康”(“小康之家”、“小康社会”)到“全面建设小康社会”,进而发展成为“全面建成小康社会”的演进过程,是从温饱向富裕过渡的阶段,其标准是动态、不断发展、逐步提升的。第二部分,全面建成小康社会,是我们党的首个百年奋斗目标,是我国人民不断追求的目标。党的十八以来提出的一系列重大战略、重大工程、重大举措,都是聚焦当前存在的问题,及时回应人民群众的诉求,弥补短板,目的就是要保障全面建成小康社会顺利实施。第三部分,全面建成小康社会既具有充分条件,也面临艰巨任务,经济下行压力大、7000多万人未脱贫、城乡和区域发展不平衡、贫富差距呈扩大化趋势等诸多矛盾叠加,风险隐患增多的挑战依然严峻,针对问题的成因进行理性的探究,从而获取有效的解决措施。第四部分,全面建成小康社会应该树立创新、开放、协调、绿色、共享的五大发展理念。本文提出全面建成小康社会奋斗目标的途径有加强党的领导、全面深化体制改革、战略性调整经济结构、立足精准扶贫,切实保障改善民生、加大环境保护治理力度、注重文化建设。
[Abstract]:Building a well-off society in an all-round way is an important milestone in the historical process of realizing the great rejuvenation of the Chinese nation and the basic goal of realizing the first stage of the goal of "two hundred years". In the next three years, we will enter the critical period of building a well-off society in an all-round way. Whether we can successfully build a well-off society or not is related to the process of socialist modernization in our country. By studying the problems existing in building a well-off society in an all-round way and drawing up corresponding solutions, in order to promote the development of a well-to-do society in an all-round way, This paper analyzes the existing problems and causes of building a well-off society in an all-round way, and puts forward the ways to realize it in an all-round way. The main content is divided into four aspects: the first part, the strategic goal of building a well-off society in an all-round way is put forward and determined, which is a historical process of gradual evolution. First, from "well-off" ("well-off house", "well-off society") to "building a well-off society in an all-round way", and then developing into an evolution process of "building a well-off society in an all-round way", it is the stage of transition from food and clothing to affluence, and its standard is dynamic and continuous development. The second part, to build a well-off society in an all-round way, is the first century-old goal of our party and the goal pursued by our people. Since 18, the Party has put forward a series of major strategies, major projects, and major measures. They all focus on the current problems, respond to the demands of the masses in a timely manner, and make up for the shortcomings. The purpose is to ensure the smooth implementation of the overall construction of a well-off society. Part three, the comprehensive construction of a well-off society has sufficient conditions. Also facing the arduous task, the economic downward pressure of more than 70 million people has not been lifted out of poverty, the urban and rural and regional development is not balanced, the gap between the rich and the poor is increasing, and so on, and so on. The challenge of increasing risks and hidden dangers remains severe. In order to obtain effective measures to solve the problem, we should set up innovation, openness, coordination and green in order to build a well-to-do society in an all-round way. This paper suggests that the ways to achieve the goal of building a well-off society in an all-round way are to strengthen the leadership of the Party, to comprehensively deepen the reform of the system, to strategically adjust the economic structure, to base on the accurate poverty alleviation, and to ensure the improvement of the people's livelihood. Increase environmental protection and governance, pay attention to cultural construction.
