大理市发展“候鸟式”养老模式的实践研究

【摘要】：我国自2000年全面进入老龄化社会以来,养老问题不断突出,逐渐增多的老年人口和这一群体的需求多样性都对养老模式提出了新的要求。传统的家庭养老和以居家、社区、机构为基础的社会化养老模式已经不能满足部分老年人渴望到更加适宜居住的地区进行养老的需求。“候鸟”老人作为这部分老年人的代表自发开展了“候鸟式”的养老活动,“候鸟式”养老模式正在作为一种新兴的养老模式逐渐发展起来。大理市作为云南省西北地区的核心城市,有着秀美多姿的自然风光和四季如春的舒适气候,是发展“候鸟式”养老模式的绝佳基地,现已有少量“候鸟”老人自发前往进行周期性的养老活动。2016年9月,云南省人民政府颁布了《云南省养老服务体系建设“十三五”规划》,明确指出要在大理进行有关“候鸟式”模式的发展布局,并进行了一系列初步规划。基于此种社会事实和政策背景,本着学术研究在价值取向上为社会发展提供进步方案,为城市建设建言献策的实际目标,对大理市发展“候鸟式”养老模式这一主题进行了详细的研究叙述。本研究通过对老龄化社会及养老问题的阐述引入“候鸟式”养老模式,详细评估了大理市在该模式发展上所具备的政策、环境、市场、区位四个方面的优势条件,认为“候鸟式”养老模式是未来大理市实现城市转型和良性发展的一条优势路径。在此基础上,本研究进一步探讨了目前发展的现实问题,将其归纳为发展意识、政策管理、配套设施、服务水平、市场环境五个方面,进而针对具体问题展开原因分析。据此,本研究为大理市在下一阶段如何妥善解决现有问题,稳步发展“候鸟式”养老模式提出了对策建议,认为需要从政策制定、服务管理、市场秩序、产业开发和对外宣传五个层面来开展具体工作。促进“候鸟式”养老模式在大理市加快发展,使其既具活力又有特色,以养老模式构建带动养老产业发展,以养老产业发展促进城市转型和社会经济结构的不断优化。
[Abstract]:Since 2000, our country has entered the aging society in an all-round way, the problem of old-age support has become more and more prominent. The increasing number of the elderly population and the diversity of the needs of this group have put forward new requirements for the old-age model. The institution-based socialized old-age care model can no longer meet the needs of some elderly people who are eager to live in more livable areas for the aged. The "migratory birds", as the representatives of this part of the elderly, have spontaneously developed the "migratory bird style". The "migratory bird" pension model is gradually developing as a new pension model. Dali is the core city in the northwest region of Yunnan Province. With its beautiful natural scenery and a comfortable climate throughout the spring, it is an excellent base for the development of the "migratory bird" pension model. A small number of "migratory birds" have already spontaneously gone to take part in periodic pension activities. In September 2016, The people's Government of Yunnan Province promulgated the "Thirteenth Five-Year Plan" for the Construction of the Endowment Service system in Yunnan Province, which clearly pointed out that the development and layout of the "migratory bird" model should be carried out in Dali. Based on such social facts and policy background, and in the light of academic research's value orientation, it provides a progressive programme for social development and provides advice for the practical objectives of urban construction. This paper makes a detailed research on the theme of the development of "migratory bird" pension model in Dali city. This study introduces the "migratory bird" pension model through the elaboration of the aging society and the problem of the aged. The advantages of Dali in terms of policy, environment, market and location in the development of this model are evaluated in detail. It is considered that the mode of "migratory birds" is an advantageous way to realize the urban transformation and benign development in Dali City in the future. On this basis, this study further discusses the practical problems of current development, and concludes them as development consciousness and policy management. The supporting facilities, service level and market environment are five aspects, and then the causes of the specific problems are analyzed. Based on this, this study aims at how to properly solve the existing problems in Dali City in the next stage. The steady development of the "migratory bird" mode of providing for the aged puts forward some countermeasures and suggestions, that is, the need for policy formulation, service management, and market order, Industrial development and external publicity to carry out specific work. Promote the "migratory bird" pension model in Dali to accelerate the development, make it have both vitality and characteristics, to build a pension model to promote the development of pension industry. The development of endowment industry promotes the urban transformation and the continuous optimization of social and economic structure.
