【摘要】：大数据时代是数据急速膨胀增长的时代。大数据给政府、商业、个人的工作方式和行为习惯带来了变革,政府也不例外。政府作为改革的领导者,更应该在这场大数据带来的改革浪潮中率先作为,立足于现阶段政府对大数据的管理的实际情况,加强政府对大数据的管理研究。大数据是数据技术革命的新时代。大数据为政府的管理理念和工作方式的变革提供了新的途径。如何应对大数据带来的机遇成为政府、商业界和学术界关注的热点。面对大数据带来的挑战,如何转变传统思维,采取怎样的方式和方法对大数据技术进行应用和管理,以及如何面对和解决应用大数据技术所需要的专业人才技术和基础设施,这些都是大数据背景下,在加强政府对大数据管理研究中需要解决的问题。本文首先阐述了大数据和政府管理的概念及特点。接着指出了政府加强大数据管理的意义。主要运用了文献资料归纳法,综合分析法对政府在大数据管理中存在的问题进行理论研究,重点分析了政府在大数据管理中存在的难点和对策。本文的创新之处在于结合现阶段政府在大数据管理中存在的问题和不足,就政府对大数据的管理进行全面、综合的分析是本文创作的创新点。通过借鉴国外政府对大数据管理的经验,具体从重视程度、人才和技术、安全保障三个角度对政府在大数据管理中存在的问题进行全面的阐述。在此基础上,从提高认识、技术建设、培育人才、强化规制建设的四个具体途径来加强政府对大数据的管理研究。促进政府对大数据的管理研究进一步向前推进。在大数据对经济社会渗透越来越深入的趋势下,必须加快政府对大数据管理的研究深入,推进政府治理能力现代化进程,加速政府管理模式的转型。
[Abstract]:Big data era is the era of rapid expansion of data growth. Big data has brought about changes in government, business, personal work and behavior habits, and the government is no exception. The government, as the leader of the reform, should take the lead in the reform wave brought by big data, based on the actual situation of the government's management of big data at present, and strengthen the research of the government's management on big data. Big data is a new era of data technology revolution. Big data provides a new way for the change of the government's management idea and working way. How to deal with the opportunities brought by big data has become the focus of attention of the government, business and academia. In the face of the challenge brought by big data, how to change traditional thinking, how to adopt ways and methods to apply and manage big data technology, and how to face and solve the professional technology and infrastructure needed for the application of big data technology, These are the problems that need to be solved in the context of big data to strengthen the government's research on big data management. This article first elaborated big data and the government management concept and the characteristic. Then it points out the significance of strengthening big data's management by the government. This paper mainly uses the method of literature induction and comprehensive analysis to study the problems existing in the management of big data, and analyzes the difficulties and countermeasures of the government in the management of big data. The innovation of this paper is to combine the existing problems and shortcomings of the government in big data's management at the present stage, and make a comprehensive and comprehensive analysis of the government's management of big data, which is the creative point of this article. By drawing lessons from the experience of foreign governments on big data's management, this paper makes a comprehensive exposition of the problems existing in the administration of big data from the following three angles: the degree of attention, talent and technology, and safety and security. On the basis of this, four concrete ways to strengthen the government's research on big data's management are put forward from four concrete ways: raising understanding, building technology, cultivating talents and strengthening the construction of regulation. To promote the government's management of big data to further advance the study. Under the trend of big data's deepening economic and social infiltration, it is necessary to speed up the research of the government's administration of big data, promote the modernization of the government's governance ability, and speed up the transformation of the government's management mode.
