多源流理论视角下我国农村扶贫政策变迁研究

【摘要】：无论是资本主义国家、社会主义国家、发达国家还是发展中国家,都存在贫困问题,贫困已成为制约我国经济发展的短板,而农村的扶贫工作更是重中之重。我国的农村扶贫工作开始进入冲刺阶段,在这一现实背景下,结合多源流政策分析理论,阐释我国农村扶贫政策的变迁轨迹和特点,针对现行农村扶贫政策实施过程中存在的问题进行研究,在此基础上提出对策,为完善扶贫政策提供另一个视角。本文共分为六个部分。绪论部分,主要阐述多源流理论视角下我国农村扶贫政策变迁研究的研究背景,国内外关于多源流理论以及农村扶贫政策研究综述,研究思路、方法和意义。第二部分是多源流理论概述。第三部分是我国农村扶贫政策变迁轨迹和特点。第四部分是我国农村扶贫政策变迁的多源流理论解析。第五部分是评价我国农村扶贫政策。第六部分是我国农村扶贫政策变迁的启示。本文梳理了建国以来我国的农村扶贫政策变迁和历史轨迹,用多源流理论来分析每一个阶段政策变迁的问题、政策、政治源流,以及三源流的耦合,以问题为导向,为完善我国农村扶贫政策的发展提出可行性的方法。
[Abstract]:Poverty exists in capitalist countries, socialist countries, developed countries and developing countries. Poverty has become a short board that restricts the economic development of our country, and the work of poverty alleviation in rural areas is the most important. The rural poverty alleviation work of our country begins to enter the stage of sprint. Under this realistic background, combined with the theory of multi-source policy analysis, it explains the vicissitude track and characteristics of the rural poverty alleviation policy in our country. Based on the study of the problems existing in the implementation of the current rural poverty alleviation policy, this paper puts forward some countermeasures to provide another perspective for the improvement of the poverty alleviation policy. This paper is divided into six parts. In the introduction part, it mainly expounds the research background of the research on the policy changes of poverty alleviation in rural areas from the perspective of multi-source theory, the summary of research on multi-source theory and the policy of poverty alleviation in rural areas at home and abroad, the research ideas, the methods and the significance. The second part is an overview of multi-source theory. The third part is the change track and characteristics of rural poverty alleviation policy in China. The fourth part is the analysis of the multi-source theory of the rural poverty-alleviation policy changes in China. The fifth part is to evaluate our country's rural poverty reduction policy. The sixth part is the enlightenment of the change of rural poverty alleviation policy in China. This paper combs the policy changes and historical track of poverty alleviation in rural areas since the founding of the people's Republic of China, analyzes the problems of policy changes in each stage, policy, political source, and the coupling of three sources and flows with the theory of multi-source flow, and is problem-oriented. In order to improve the development of poverty alleviation policy in rural areas, the feasible method is put forward.
