舟山渔农村留守儿童问题现状及对策研究

【摘要】：自上世纪80年代以来,伴随着我国城市化进程加速推进,大量农村劳动力涌向城市,为城市发展做出贡献。而因为户籍制度等多方面的影响,他们的孩子被留在了农村,形成了被称为是“农村留守儿童”的特殊群体。本文以文献研究和对舟山渔农村留守儿童的实地调研走访为基础,归纳总结当下舟山渔农村留守儿童存在的包括生活、学业、心理,监护四个方面表现出的问题,从家庭、政府、学校和社会四个角度分析问题,认为主要家庭关爱缺失、政府治理不当、学校关心欠缺和社会关注不足导致,并最终探索四个主体参与解决舟山渔农村留守儿童问题的路径选择,提出应当加强情感建设,重视家庭关怀;推进法制建设,完善政府监督;注重全面发展,强化学校教育;聚合多方力量,加大社会支持四个方面的路径选择,从而为舟山解决渔农村留守儿童问题提供参考。
[Abstract]:Since the 1980s, with the acceleration of urbanization in China, a large number of rural labor force flocked to the city and contributed to the urban development. Because of the influence of household registration system, their children were left in rural areas, forming a special group called "rural left-behind children". On the basis of literature research and field investigation and visit to the left-behind children in Zhoushan fishing countryside, this paper summarizes the problems existing in the present Zhoushan fishing countryside left-behind children, including life, education, psychology and guardianship. The government, schools and society analyzed the problems from four angles: lack of care for the major families, improper governance of the government, lack of care in schools and insufficient attention from the society. And finally explore the four subjects to participate in solving the problem of left-behind children in Zhoushan rural path choice, put forward that we should strengthen emotional construction, attach importance to family care, promote the construction of legal system, improve government supervision, pay attention to comprehensive development, strengthen school education; To increase the path choice of four aspects of social support, so as to provide a reference for Zhoushan to solve the problem of left-behind children in rural areas.
