云南大理古生村美丽民族乡村建设研究

【摘要】：乡村建设是我国现代化建设的重中之重,也是使“十三五”目标如期撞线,完成到2020年全面建成小康社会各项任务的重要组成部分。2012年召开的中共十八大首次提出了“美丽中国”的概念。习近平总书记2015年特地到古生村进行考察,对古生村洱海生态环境保护和古村传统文化开发保护寄予厚望。对美丽乡村建设的研究,就是为了让农村地区利用自身特点和优势更好地发展起来,不断缩小城乡差距,最终达到共同富裕的目标,同时也为国内美丽乡村建设理论的研究以及民族政策的制定提供借鉴。本文的价值主要包括理论价值和实践价值。通过多学科交叉的方法来研究古生村美丽民族乡村建设问题,折射出中国特色社会主义民族理论政策的人文关怀。其实践意义则在于通过对古生村美丽民族乡村建设的研究发现不足,从而在下一步的建设过程中有针对性地进行整改,并对好的经验继续发扬,也为全国其他地区的美丽乡村建设提供借鉴。本文围绕古生村美丽民族乡村建设进行研究。通过实地调查、查找文献来了解古生村美丽民族乡村建设的现状,并结合马克思民族理论、生态环境学等学科知识,发现问题、提出对策,进而达到让古生村美丽乡村建设工作再上台阶的目的。全文首先结合笔者的田野调查,归总了国家及云南省、大理州等对美丽乡村建设的相关政策和理论以及习近平总书记考察大理古生村时所做的重要指示,并比较了当前国内美丽乡村建设的基本情况,接下来介绍了古生村的基本地理、人口、历史沿革、经济社会条件和景观民俗等方面的发展情况,然后对古生村美丽乡村建设的基本规划和美丽乡村建设特别是洱海生态环境保护方面所取得成绩作出梳理,并指出当前古生村在美丽乡村建设工作中所面临的问题和不足,最后结合古生村美丽乡村建设的现状和实践中遇到的问题提出有针对性的改进建议和意见。本文的亮点和创新点主要体现在:一是主要从生态文明视角来关照古生村美丽民族乡村建设情况,研究生态文明建设同古生村美丽民族乡村建设的辩证关系。二是立足于马克思主义民族理论与政策,探索加快民族地区乡村发展的新路径、新思维。三是在研究上综合运用了田野调查法、文献研究法、多学科交叉法、比较研究法等方法,试图通过多视角、广视野来全面探析古生村美丽乡村建设的新途径、新思路。
[Abstract]:Rural construction is the most important part of our country's modernization drive, and it is also the goal of the 13th Five-Year Plan to hit the line as scheduled. The concept of "beautiful China" was put forward for the first time at the 18th National Congress of the Communist Party of China, held in 2012, to complete the tasks of building a well-off society in an all-round way by 2020. General Secretary Xi Jinping made a special visit to Gusheng Village in 2015 and placed great hopes on the ecological environment protection and the development and protection of the traditional culture of Erhai Lake in Gusheng Village. The purpose of the research on the construction of beautiful villages is to enable rural areas to make better use of their own characteristics and advantages, to continuously narrow the gap between urban and rural areas, and finally to achieve the goal of common prosperity. At the same time, it also provides reference for the study of the theory of beautiful rural construction and the formulation of national policy. The value of this paper mainly includes theoretical value and practical value. This paper studies the construction of beautiful ethnic villages in Gusheng Village through the method of multi-disciplinary intersection, which reflects the humanistic concern of the national theory and policy of socialism with Chinese characteristics. Its practical significance lies in the lack of research on the construction of beautiful ethnic villages in Gusheng Village, so as to carry out targeted rectification and reform in the next step of construction, and continue to carry forward the good experience. It also provides reference for the construction of beautiful villages in other parts of the country. This article carries on the research around the Gusheng village beautiful national village construction. Through the field investigation, looking up the literature to understand the present situation of the beautiful national village construction in Gusheng Village, and combining with the knowledge of Marx's national theory, ecological environment science and so on, to find out the problems and put forward the countermeasures. In order to achieve the Gusheng village beautiful rural construction work to step up the purpose. First of all, based on the author's fieldwork, the paper summarizes the relevant policies and theories of the state, Yunnan Province and Dali Prefecture on the construction of beautiful villages, as well as the important instructions made by General Secretary Xi Jinping when he visited the Gusheng Village in Dali. And compared the basic situation of the current beautiful rural construction in China, and then introduced the basic geography, population, historical evolution, economic and social conditions and landscape folklore of Gusheng Village. Then the basic planning of the beautiful rural construction of Gusheng village and the achievements of the beautiful rural construction, especially the ecological environment protection of Erhai Lake, are combed, and the problems and deficiencies faced by the Gusheng village in the construction of the beautiful village are pointed out. Finally, combined with the current situation and problems encountered in the practice of the construction of beautiful villages in Gusheng Village, some suggestions and suggestions are put forward. The highlights and innovations of this paper are mainly reflected in: first, it is mainly from the perspective of ecological civilization to look after the construction of beautiful ethnic villages in Gusheng Village, and to study the dialectical relationship between the construction of ecological civilization and the construction of beautiful ethnic villages in Gusheng Village. Second, based on Marxist national theory and policy, explore a new path and new thinking to accelerate the rural development in ethnic areas. The third is the comprehensive use of field investigation method, literature research method, multidisciplinary method, comparative research method and other methods, trying to comprehensively explore the new ways and new ideas of the beautiful village construction in Gusheng village through multiple perspectives and broad vision.
