【摘要】：党的十八报告中提出建设生态文明是关系人民福祉,关乎民族未来的长远大计,而在生态文明建设中,农村生态文明不能缺位。美丽中国不能没有美丽乡村,绿色发展更不能没有绿色农村。但总体而言,农村生态文明建设相对落后,环境污染、生态破坏日益严重,影响着农村生态文明建设进程。求解农村生态文明建设之出路成为当务之急。教育是改变人们意识、行为的重要方法,加强农村生态文明教育有助于解决农村当前的生态危机,为农村生态文明建设提供理论支撑和精神动力。同时也有利于培养新型农民和发展生态农业,建设美丽乡村。但当前农村生态文明教育在诸多方面均存在问题。其主要表现在国家顶层设计缺乏、教育主体生态意识淡薄、教育内容系统性不足、教育手段和方式单一以及教育保障制度不完善五个方面。基于此,有必要探究农村生态文明教育的理论渊源,构建农村生态文明教育保障机制,为农村生态文明教育的实现创造条件。中国传统生态伦理思想、马克思主义生态文明观、生态文明理论、思想政治教育理论以及农村教育理论奠定了农村生态文明教育的理论基础,同时也丰富了农村生态文明教育的理论内涵。农村生态文明教育包含了生态知识教育、生态道德教育、生态法制教育以及生态文化教育等内容,具有全面性、通俗性、实践性等特征。而丰富参与主体的生态知识,培养“人与自然和谐统一”的生态意识以及践行环境友好的行为是其价值目标;全面系统性、形式多样性以及实践参与性是其基本原则。农村的生态环境问题是各种原因和多种污染源共同作用的结果,因此生态文明教育的实现也必须从多方面进行。其中,明确农村生态文明教育主体是实现农村生态文明教育的关键,采用适当的方法和手段是保证生态文明教育效果不可或缺的环节,建立健全农村生态文明教育的保障机制是农村生态文明教育实现的重要保证。首先要通过加强农村生态文明教育顶层设计、完善农村生态文明教育法律制度、完善公众参与机制以及改革政绩考核制度来实现农村生态文明教育的制度保障;其次,通过建立健全农村生态文明教育组织来实现组织保障;再次,通过发展生态农业、生态旅游业,增加农村生态文明教育投入以及完善资金管理制度等来实现物质保障;最后,通过加强对基层领导干部、企业领导者、乡村教师以及科学技术人员的培养来实现人才保障。
[Abstract]:In the 18th report of the Party, it is proposed that the construction of ecological civilization is a long-term plan related to the well-being of the people and the future of the nation, but in the construction of ecological civilization, the ecological civilization in rural areas cannot be absent. Beautiful China can not be without beautiful villages, green development can not be without green countryside. But overall, the construction of rural ecological civilization is relatively backward, environmental pollution, ecological destruction is increasingly serious, affecting the construction of rural ecological civilization process. It is urgent to solve the problem of rural ecological civilization construction. Education is an important method to change people's consciousness and behavior. Strengthening the education of rural ecological civilization is helpful to solve the current ecological crisis in rural areas and provide theoretical support and spiritual power for the construction of rural ecological civilization. At the same time also conducive to the cultivation of new farmers and the development of ecological agriculture, the construction of beautiful villages. However, there are many problems in rural ecological civilization education. It is mainly manifested in five aspects: the lack of the top level design of the country, the weak ecological consciousness of the main body of education, the lack of systematic education content, the single educational means and methods, and the imperfection of the educational security system. Based on this, it is necessary to explore the theoretical origin of rural ecological civilization education, construct the rural ecological civilization education security mechanism, and create conditions for the realization of rural ecological civilization education. Chinese traditional ecological ethics, Marxist ecological civilization theory, ideological and political education theory and rural education theory have laid the theoretical foundation of rural ecological civilization education. At the same time, it also enriches the theoretical connotation of rural ecological civilization education. Rural ecological civilization education includes ecological knowledge education, ecological moral education, ecological legal education and ecological culture education. To enrich the ecological knowledge of the participants, to cultivate the ecological consciousness of "harmony and unity between man and nature" and to practice environment-friendly behavior are its value goals, and its basic principles are comprehensive and systematic, diversity of forms and practice of participation. The problem of ecological environment in rural areas is the result of the joint action of various causes and pollution sources, so the realization of ecological civilization education must be carried out from many aspects. Among them, defining the main body of rural ecological civilization education is the key to the realization of rural ecological civilization education, and adopting appropriate methods and means is an indispensable link to ensure the effect of ecological civilization education. Establishing and perfecting the guarantee mechanism of rural ecological civilization education is an important guarantee for the realization of rural ecological civilization education. Firstly, it is necessary to realize the system guarantee of rural ecological civilization education by strengthening the top level design of rural ecological civilization education, perfecting the legal system of rural ecological civilization education, perfecting the mechanism of public participation and reforming the performance assessment system. Through the establishment and improvement of rural ecological civilization education organization to achieve organizational security; thirdly, through the development of ecological agriculture, ecological tourism, increase rural ecological civilization education investment and improve the financial management system to achieve material security; finally, By strengthening the training of grass-roots leading cadres, enterprise leaders, rural teachers and scientific and technological personnel to achieve talent security.
