我国社会主义市场经济条件下的政府职能转变研究

【摘要】：党的十八届三中全会提出要使市场在资源配置中起决定性作用和更好发挥政府作用,而政府职能的转变是推动现代化市场体系建设的关键,也是实现社会公平、和谐、稳定的重要途径。在社会主义政治体制下推行市场经济,政府的职能转变关系着市场作用和地位的不断提升,也影响着依靠市场来实现资源更好的配置,从而促进我国经济社会的快速发展。本文在阐述与政府职能相关的概念,梳理社会主义市场经济条件下我国政府职能转变的原因和意义的基础上,结合时代背景分析我国政府职能随着经济体制改革进行转变的发展历程,进而提出社会主义市场经济条件下我国政府职能运行存在的市场监管不力、简政放权力度不够和质量不高、公共服务不到位、政绩观念扭曲、中央政府与地方政府职能运行不够协调等问题,并相应提出加强宏观调控、完善市场监管、强化公共服务、树立可持续发展观念等解决途径。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed that the market should play a decisive role in the allocation of resources and give better play to the role of the government, and that the transformation of government functions is the key to promoting the construction of a modern market system, as well as the realization of social equity and harmony. An important path to stability. In order to promote the market economy under the socialist political system, the function transformation of the government is related to the continuous improvement of the market function and position, and it also affects the better allocation of resources by relying on the market, thus promoting the rapid development of our country's economy and society. On the basis of expounding the concepts related to government functions and combing the causes and significance of the transformation of government functions under the condition of socialist market economy, Combining with the background of the times, this paper analyzes the development course of government function transformation with the reform of economic system, and then points out that the market supervision of government function in our country is weak under the condition of socialist market economy. Some problems, such as insufficient and low quality of decentralization, inadequate public service, distorted concept of political achievements, inadequate coordination between central government and local government functions, are put forward to strengthen macro-control, perfect market supervision, and strengthen public services.
