公共关系视角下的江西省公安机关警务信息公开建设研究

【摘要】：警务信息公开并不是一个新词汇,从提出概念至今已走过将近半个世纪,并成为衡量警务部门公信力和透明度的重要标准。各种研究思路虽角度有所不同,但是研究对象是基本相同的。随着我国社会经济的不断发展,人民参与公共管理的意愿不断提高,广大民众和社会舆论对行政机关透明化、公开化要求的呼声也越来越高,公安机关积极回应社会大众对警务信息公开的迫切需要,积极开展警务信息公开的理论建设和相关实践,切实将警务信息公开工作落到实处。虽然迄今为止有关警务信息公开的研究成果已经比较丰富,但是许多成果都是从政府信息公开的角度出发,偏重于阐述新科技革命下的社会结构、政府行为、行政权力以及管理职能等问题,较为少见从公共关系学科角度对信息化进程引发的社会、经济、群众生产、生活方式的重大变化以及对公安机关管理思维和模式的随之转变的实际需求等进行系统梳理和总结;同时随着信息技术的迅速发展和对经济社会的影响日益深刻,也需要对新兴信息技术引发的警务信息公开各方面新进展、新变化和新趋势进行分析和归纳。因此,笔者以江西省公安机关为案例,立足公共关系的理论视角,在对该省警务信息公开工作进行理论分析的基础上,总结近年来信息化建设不断深入的背景下该省警务信息公开工作的进展和成绩,深入分析面临的困境及其根源,通过对照美国和香港地区警务部门的主要做法、工作成效等,提出了江西省公安机关警务信息公开工作的完善措施,并对江西省警务信息公开工作未来的发展前景进行展望。
[Abstract]:Police information disclosure is not a new word. It has been nearly half a century since the concept was put forward and has become an important standard to measure the credibility and transparency of police departments. Although all kinds of research ideas are different, but the research object is basically the same. With the continuous development of our country's social economy, the people's willingness to participate in public administration has been constantly raised, and the voice of the broad masses and public opinion on the transparency and openness of administrative organs is also increasing. The public security organs actively respond to the urgent needs of the public for the disclosure of police information, actively carry out the theoretical construction and relevant practice of the disclosure of police information, and earnestly implement the work of the disclosure of police information. Although the research on the disclosure of police information has been relatively rich up to now, many of the achievements are from the perspective of government information disclosure and emphasize the elaboration of the social structure and government behavior under the new scientific and technological revolution. Problems such as administrative power and management functions are relatively rare in terms of social, economic and mass production caused by the information process from the perspective of the Public Relations Section. With the rapid development of information technology and the increasingly profound impact on the economy and society, the major changes in the way of life and the actual needs of the management thinking and mode of the public security organs are systematically combed and summarized. It is also necessary to analyze and summarize the new progress, new changes and new trends of police information disclosure caused by new information technology. Therefore, the author takes the public security organs of Jiangxi Province as a case, based on the theoretical perspective of public relations, on the basis of theoretical analysis of the work of police information disclosure in the province. Summing up the progress and achievements of the police information publicity work in the province under the background of the information construction in recent years, analyzing in depth the difficulties faced and their root causes, and comparing the main practices of the police departments in the United States and Hong Kong, the results of the work, etc. This paper puts forward the perfect measures for the information publicity of police affairs in Jiangxi Province, and looks forward to the prospect of the future development of the information disclosure of police affairs in Jiangxi Province.
