第一夫人外交的有效性分析 ——以2019年刚果民主共和国第一夫人外交为例

　　第一夫人指的是国家元首的妻子,根据不同政治结构的国家宪法所规定,在一些国家“国家元首”指共和国总统,另一些国家里“国家元首”指首相或总理。尽管“第一夫人”这一头衔在官方等级中并不代表任何功能,但在一些国家的政治环境中她们始终扮演着重要角色。除了在各自国家内部的活动,第一夫人在国际上也备受关注。她们通常陪同丈夫参加各种国际活动,或是有独立的访问日程。而第一夫人在国际舞台上的这些活动内容就构成了我们所说的“第一夫人外交”。本文主要关注的是刚果民主共和国的第一夫人外交。刚果是位于中非的非洲第三大国,在2019年1月经历了第一次和平的总统换届。2018年12月举行总统选举后,结束其18年的任期的约瑟夫·卡比拉·卡邦格（Joseph Kabila Kabange）由菲利克斯·安托万·谢隆博·齐塞克迪（Felix-Antoine Tshilombo Tshisekedi）所接替。卡比拉的总统任期以与西方国家的“准外交破裂”告终,西方国家并不认可其长期掌权。因此,他的继任者的当务之急之一便是重新融入这一国际环境。2019年一年内,齐塞克迪总统共在境外访问35次,其中有几次由其妻子陪同。除了作为夫妇出...
