【摘要】:在经济全球化趋势下,科技国际化已成为当今世界的主要发展趋势,发展科技和自主创新应主要靠自身实力,但需要开展广泛的国际合作和交流,充分吸纳别国的科学智慧和技术优势,利用全球科技资源以增强我国在前沿技术和基础科学领域的科技创新能力。随着经济全球化和信息技术的深入发展,国际化改变了高等学校科学技术依靠国内资源发展的单一模式,面对日趋紧张的国内资源及快速更新的科学知识,国际化为高等学校实现可持续的创新发展提供了新的路径。面对不断变化的外部环境,获取竞争优势已经成为高等学校科技国际化战略发展的关键。本文以高等学校科技国际化作为研究对象,按照发现问题、分析问题和解决问题的逻辑思路深入探讨高等学校科技国际化问题,论文首先对高等学校科技国际化基础理论进行了全面阐述:在梳理国内外高等学校有效实施科技国际化发展战略的研究成果的基础上,以动态能力理论、知识联盟理论、三螺旋理论和协同创新理论为指导,在界定高等学校科技国际化内涵的基础上,提出科技战略国际化、科技人才国际化、科技活动国际化和科技成果国际化的基本构成,概括了高等学校科技国际化的实体形式和虚拟形式,总结了高等学校科技国际化主体多样性、与学科发展的互动性、与人才队伍建设的融合性、效益的综合性、可测度性和发展渐进性的基本特征,分析了政治经济条件、科学技术新特点、信息技术发展等因素对高等学校科技国际化的影响。以上这些方面构成了本文基础研究的起点,是对高等学校科技国际化深入研究的基础。本文总结了我国高等学校科技国际化发展所取得的成绩和面临的挑战,探索了国外高等学校科技国际化发展的成功经验,从发现问题和比较分析的角度,对高等学校科技国际化进行跨时空的、全面的观察和分析。并且,本文对高等学校科技国际化进行了评价研究,在进行专家访谈并借鉴相关学者研究成果的基础上,根据指标体系设立的原则,采取科学适用的方法,以高等学校科技国际化基本构成作为基本维度,构建了包含科技战略国际化、科技人才国际化、科技活动国际化和科技成果国际化4个一级指标,以及高等学校领导者科技国际化观念等20个二级指标的高等学校科技国际化评价指标体系,并通过层次分析法和熵值法的结合确定各项指标权重,构建了高等学校科技国际化评价模型,进而通过对清华大学和中国石油大学(华东)这两所高等学校进行评价和对照,验证了评价指标体系和评价模型的适用性和可操作性。最后,提出我国高等学校科技国际化发展的提升路径。
[Abstract]:Under the trend of economic globalization, the internationalization of science and technology has become the main development trend in today's world, the development of science and technology and innovation should mainly rely on their own strength, but the need for international cooperation and exchanges in a wide range of other countries, and fully absorb the wisdom of science and technology, to enhance the innovation ability of science and technology in the forefront of technology and basic science utilization in China the global science and technology resources. With the further development of information technology and economic globalization, the internationalization of higher school science and technology has changed the mode of relying on a single domestic resources development, in the face of domestic resources and rapid updating of increasingly tense scientific knowledge, internationalization of higher school to achieve sustainable innovation and development provides a new path. In the face of the changing external environment, obtaining competitive advantages has become the key to the development of the strategy for the internationalization of science and technology in universities. Based on the higher education internationalization of science and technology as the research object, to discover and analyze problems and solve the problem of the logic studies the problem of science and technology higher education internationalization, firstly carries on the comprehensive elaboration to the internationalization of higher school science and technology basic theory: basic researches on the effective implementation of the internationalization of science and technology development strategy in Colleges and universities at home and abroad combing on to the theory of dynamic capabilities, knowledge alliance theory, three spiral theory and collaborative innovation theory, based on defining the connotation of the internationalization of higher school science and technology, basic science and technology proposed strategy of internationalization, talents internationalization, internationalization and the internationalization of science and technology activities of scientific and technological achievements, summarizes the physical form and form virtual technology university internationalization, summary the internationalization of higher school science and technology subject diversity of interaction, and disciplinary development The basic characteristics of the integration, the comprehensiveness, the measurability and the gradual development of the talent team are analyzed. The influences of the political and economic conditions, the new characteristics of science and technology, and the development of information technology on the internationalization of science and technology in universities are analyzed. These aspects constitute the starting point of the basic research in this paper, and the foundation for the in-depth study of the scientific and technological internationalization of colleges and universities. This paper summarizes the development of higher education in our country the internationalization of science and technology achievements and challenges, to explore the successful experience of foreign higher education internationalization of science and technology development, from the discovery of the problem and the perspective of comparative analysis, comprehensive observation and analysis of inter temporal and of higher school science and technology internationalization. Moreover, the evaluation research of high school based on the internationalization of science and technology, expert interviews and reference to related research results, according to the index system establishment principle, adopt scientific methods applicable to higher education, the internationalization of science and technology basic structure as the basic dimension, constructed the strategy of science and technology internationalization, internationalization, science and technology talents internationalization and internationalization of scientific and technological achievements 4 level index, and the higher education internationalization of science and technology leader concept 20 level two indexes of university internationalization evaluation index system, and through the combination of AHP and entropy method to determine the weight of each index, constructs the science and technology high school internationalization evaluation model, which is based on Tsinghua University and China University of Petroleum (Hua Dong) the two Institute of higher education assessment and control, to verify the evaluation index system and evaluation The applicability and maneuverability of the price model. Finally, it puts forward the way to promote the development of the internationalization of science and technology in China's higher schools.
