【摘要】:中国开发区发展转型治理是解析中国改革开放发展经验有价值、有说服力的观测样本之一。作为中国改革开放的前沿窗口、外资利用的重要载体、区域发展的引领者,中国开发区辟建与发展转型在过去30多年,为中国创造经济增长奇迹作出了重大贡献。但因大多数开发区存在产业低端、土地利用效率低、环境生态承载力下降的问题,表明中国开发区发展转型治理任重而道远。特别是在中国经济发展进入新常态,提升开发区发展转型治理水平与成效尤为紧迫。目前,学界将重点聚焦在产业集群发展、土地资源科学开发利用和环境治理方面,如何在“优进优出”新水平背景下,寻求开发区发展转型治理的有效路径,探索产业优化升级、土地集约节约、环境友好“三位一体”的发展转型治理研究备受世人关注。本文围绕中国开发区发展转型治理这一主题,立足于租金激励与空间极化效应互动关系这一研究主线,重点讨论开发区产业优化升级、土地集约节约、环境友好“三位一体”的发展转型治理问题,梳理了这一领域里的国内外研究文献;运用租金理论、现代治理理论、空间经济学和制度理论,确定了租金激励、空间极化效应和治理的分析框架;探索发展转型治理运作机制,构建空间极化效应均衡模型,讨论不同租金激励情形下的三种空间极化效应具体实现形式,即窗口效应、羊群效应、本地化效应;解析租金激励与其发展转型决定因素之间的数理关系;运用数字模拟分析方法,对窗口效应、羊群效应、本地化效应的基本特征和经验曲线的规律性变化趋势进行讨论;运用结构方程模型分析技术,对中国开发区发展转型治理经验进行案例分析,系统地再现了租金激励条件下的本地化效应与治理的经验关系;针对案例分析发现的问题,提出中国开发区发展转型治理的政策建议。本文从租金激励与空间极化效应互动关系角度,探究了租金激励、空间极化效应与开发区发展转型治理之间的逻辑关系。揭示了中国开发区发展转型治理的主体是因为治理的空间极化效应不断溢出的机理。论文构建了租金激励与空间极化效应互动关系的空间均衡模型,解析出了空间极化效应均衡状态下的具体实现形式,包括窗口效应、羊群效应和本地化效应。论文运用数字模型仿真,验证中国开发区发展转型治理中的主要经验。中国开发区发展转型治理的窗口效应的决定因素是开放自由度的提高,但是有限度的,需要考虑我国现阶段发展阶段和生产力水平;羊群效应的获得,不是大面积、大规模的全过程投资跟踪模仿,而是在可学习,能够产生组织学习获得有效的投资回报;本地化效应保持与改变,不仅考虑贸易自由化,还要考虑降低冰山成本、提高适度税收激励和促进劳动力异质性流动特别是技术工人向开发区流动和集聚。黑龙江宾西开发区案例分析表明:产业优化升级、土地节约集约、环境保护治理三位一体的租金激励,来自于政府、企业和社区的利益发展共同决定。中国开发区发展转型治理研究是公共管理和区域经济领域的重要研究课题。本文理论价值在于,基于租金激励与空间极化效应互动视角,构建机理分析架构,进行空间极化效应均衡分析,提出租金激励下的窗口效应、羊群效应、本地化效应三种均衡解集,并通过数字模拟和结构方程模型进行系统的经验检验。本文实践意义是,通过中国开发区发展转型治理经验的理论深化、国际经验吸收,为开发区继续承担中国改革开放先导功能,继续释放区域经济增长预期的空间极化效应,继续深化改革开放战略,提供可能的政策“清单”与可操作的行动“路径”。
[Abstract]:The transformation and governance of the Development Zone in China is one of the valuable and persuasive observation samples to analyze the development of China's reform and opening up. As the frontier window of China's reform and opening up, the important carrier of foreign capital utilization and the leader of regional development, the development and transformation of China's development zone has made significant contributions to China's economic growth miracle in the past 30 years. However, because most of the development zones are low in industry, inefficient in land use and low in environmental and ecological carrying capacity, it indicates that developing transformation governance in China's development area is a long way to go. Especially in the new normal state of China's economic development, it is particularly urgent to improve the level and effectiveness of the development and transformation of the development zone. At present, scholars will focus on the development of industrial clusters, scientific development and utilization of land resources and environment, how to better into the excellent level under the background of "new, effective to seek the path of Development Zone governance transformation, explore industrial upgrading, intensive land conservation and environment friendly" three-in-one "development transformation and governance research people pay great attention to. This paper focuses on the China Development Zone governance transformation this theme, the main research is based on the rent incentive and the polarization interaction, focus on industrial upgrading, Development Zone intensive land conservation and environment friendly "three-in-one" development and transformation of governance in the field of domestic and international research literature reviews the use of rent; the theory and modern management theory, spatial economics and system theory, the analysis framework of rent incentives, spatial polarization effect and governance; to explore the development of transformation of governance mechanism, construct the equilibrium model of spatial polarization effect, discuss the different rent incentive three kinds of spatial polarization effect under the condition of specific forms of implementation, namely the window effect, herding, localization effect; mathematical analysis the relationship between rent incentive and development transformation decision factors; using digital simulation analysis method of Change trend of basic characteristics and experience curve window effect, herding, localization effects are discussed; the use of structural equation model analysis, case analysis on the development of Chinese Development Zone governance experience transformation, system reproduces the empirical relationship between localization effect and governance rent incentive conditions; according to the case analysis of the problems found put forward the development, transformation of governance China development zone policy recommendations. From the perspective of interaction between rent incentive and spatial polarization effect, this paper explores the logical relationship between rent incentive, spatial polarization effect and the transformation and governance of development zones. It is revealed that the main body of the transformation governance in the development zone of China is the mechanism of the continuous spillover of the spatial polarization effect of governance. The paper constructs the spatial equilibrium model of the interaction between rent incentive and spatial polarization effect, and analyzes the specific implementation forms under the equilibrium effect of spatial polarization effect, including window effect, herd effect and localization effect. This paper uses digital model simulation to verify the main experience in the development transformation governance of China Development Zone. Determinants of window effect of the development of China transformation of Governance Development Zone is the open degree of freedom to improve, but limited, need to consider the present stage of development and the level of productivity; get the herd, not a large area, the whole process of investment scale tracking imitation, but in learning, can produce effective organizational learning the return on investment; maintain and change the localization effect, not only consider the trade liberalization, but also consider reducing the iceberg cost and improve the tax incentive and promote moderate labor heterogeneity flow especially skilled workers to the development zone flow and concentration. The case analysis shows that the Heilongjiang Development Zone Binxi industrial upgrading, environmental protection, land saving and intensive rent incentive three-in-one, from government, enterprise and community interests common development decision. The research on the development and transformation of China Development Zone is an important research topic in the field of public management and regional economy. The theoretical value is that rent incentive and spatial polarization interaction based on the perspective of constructing mechanism analysis framework, analyze the spatial polarization effect balanced, proposed rent incentive under the window effect, herding, localization effect of three kinds of equilibrium solution set, and structural equation model for empirical testing system by digital simulation. The practical significance is deepening, through the development of Chinese transition zone governance experience theory of international experiences, continue to undertake the reform and opening up China guide function for the Development Zone, continue to release spatial polarization effect of regional economic growth expectations, continue to deepen reform and opening-up strategy, provide the possible policy "list" action "and operational path".
