【摘要】：本研究是先确定了选题,即政治共识达成与新时期统一战线关系,然后拟定了研究框架,再来逐步开展的各项具体章节的撰写。本文总体框架安排是,除导论外,第一章是有关政治共识达成影响因素及其与统一战线之间关系的一般性的理论知识介绍,为全篇研究奠定一个总体的理论框架基础;第二章为历史层面的广义的政治共识达成实践梳理;第三章开始着重论述选题的价值内容,主要探讨的是新时期统一战线及其与政治共识达成的关系。紧随其后展开的第四章、第五章为第三章之具体化。各章节具体内容如下。开展研究需要坚持问题导向。导论回答了本选题的依据,即为何要从政治共识视角来考察新时期统一战线,指出当前形势下统一战线通过凝聚政治共识发挥着党凝聚人心、汇聚力量的政治优势作用,一定意义上已经成为当前中国最大的政治之一,在理论和实践方面都具有重要的意义;在开展对新时期统一战线凝聚政治共识的研究之前,首先对政治共识及统一战线达成政治共识进行了相关研究的综述。总体来看,当前国内对政治共识的研究还主要处在对国外研究成果的借鉴和运用阶段,对统一战线凝聚政治共识方面的研究更是少之又少。这虽然给本研究带来不少障碍,却也是本研究的价值之所在。为了更好地利用政治共识这一方法论工具,本研究首先尝试在对政治共识概念进行分析的基础上,将其纳入到一般政治观念的政治理想、政治共识、政治事实认识框架中。通过着力探讨政治理想、政治事实对政治共识价值和程序两个层面政治共识两个部分的影响,试图建构一个方法论框架,从而为整个研究的开展奠定一个理论基础;其次,开展对政治共识达成与新时期统一战线关系的研究,主要是从理论层面对统一战线与政治共识达成之间的关系先进行分析和基本定位。指出政治共识是建立统一战线的根本前提和政治基础,统一战线是实施政治共识的战略策略手段。同时,通过统一战线凝聚政治共识是无产阶级政党的内在要求。在完成理论分析框架的建构以后,接下来需要从历史实践层面对人类民主政治实践中凝聚政治共识的经验教训进行梳理。政治共识是进入现代民主社会以后才面临的一个问题。从中国政治发展的角度来理解政治共识达成的问题,对我们影响最大的要数苏联几十年的社会主义民主实践,以及在实践过程中凝聚政治共识方面取得的经验和教训。这些经验和教训不但影响了中国革命和建设实践,而且在今天仍然有很强的启示意义;在对苏联民主实践进行梳理的基础上,着重对中国共产党在领导人民开展革命、建设和改革过程中发明创造出的统一战线实践进行考察。考察了统一战线实践在政治理想、政治事实影响下如何凝聚政治共识的。政治共识达成问题并非社会主义国家所面临的问题,毋宁说,当前资本主义多党竞争型的代议民主制已经陷入政治共识达成困境,"否决政治"现象正在蔓延,而为医治这一弊病而提出的协商民主,在西方代议制民主大环境中对凝聚政治共识所发挥的作用有限。政治共识是一扇窗,透过这扇窗来考察当今世界各国政治制度和政治实践,对西方民主制度正在面临的问题看得更加清楚,有助于我们破除对西方民主的迷信。对新时期统一战线凝聚政治共识的理论层面的研究是本研究的核心章节之一。在对新时期统一战线发挥凝聚政治共识作用的意义、价值和主要路径进行了分析以后。新时期统一战线亟需发挥凝聚政治共识的作用,这是其所面临的客观工作环境已经发生变化所决定的,也是当前中国全面深化改革所提出的价值层面凝聚中国特色社会主义政治共识、程序层面向国家治理体系和治理能力现代化转换提出的新要求。在当前统一战线具体工作过程中也面临着一些亟待解决的问题,需要通过达成政治共识来实现;探讨新时期统一战线如何凝聚政治共识,还必须对达成政治共识涉及到的相关政治主体进行研究。侠义上理解的政治主体毫无疑问是中国共产党,广义上从主体间性的视角来观察,统一战线的政治主体还包括具体统战工作中被称为"统战对象"的各政治主体。实际上,现实中开展统一战线工作的第一步,就是将各个政治主体从普通的个人或群体尽量转化为政治性的个人或群体,即政治主体;本章还集中探讨了新时期统一战线通过凝聚政治共识追求政治团结的内在逻辑。通过引入政治团结理论,将统一战线所要追求的政治团结目标与所要达成的价值层面和程序层面政治共识进行了类比,对新时期统一战线和凝聚政治共识之间的关系方面作了较为深入的说明。在对新时期统一战线所要达成的价值层面政治共识的研究中,首先需要破题,即对新时期统一战线凝聚价值层面政治共识的内涵、意义、政治基础、政治条件等一般内容进行了概述,指出中国之所以能够探索出一套有效达成政治共识的体制机制,是与中国共产党领导人民开展的漫长历史实践密不可分的,同时与党的坚强领导有密不可分的关系;还需要对新时期统一战线凝聚价值层面政治共识所受到的主流政治价值观念、时代价值变迁、深层文化心理结构等的影响进行了梳理;最后,根据十八大之后中国的具体政治实践,一方面来验证价值层面政治共识达成所遵循的规律,另一方面为新时期统一战线凝聚政治共识提供理论借鉴。在对新时期统一战线达成程序性政治共识的具体路径进行研究的过程中,首先需要对程序性政治共识相关概念、内涵、障碍因素等进行概述。本文认为新时期统一战线达成程序性政治共识是历史逻辑、现实实践逻辑发展的必然。同时也指出,中国传统的缺乏法治观念等因素严重影响了程序性政治共识的达成效果;对统一战线达成程序性政治共识的主要原则也需要进行梳理,主要列举了理性协商原则、团结和民主基础上的自我教育原则、又团结又斗争原则、批评与自我批评基础上的自我教育原则等。这些原则在新时期统一战线达成程序性政治共识的过程中仍然有着重要的意义和价值;在对统一战线达成程序性政治共识的具体路径的探讨方面,主要包括要利用好政党协商、政协协商这两个政治共识达成主渠道、将政治协商入公共决策程序、利用好统一战线搭建的学习平台、通过开展主题活动在服务大局中达成政治共识等。
