民国时期乡村基础教育政策研究

【摘要】:民国时期乡村基础教育的发展,是中国教育近现代进程中最为浓墨重彩的构成内容,而关于民国时期乡村基础教育政策的研究,更是上承清末下启新中国乡村基础教育政策构成的关键性、重要性内容。基于民国时期乡村基础教育政策的环境透视、内容阐释、过程考察与价值意蕴所进行的整体性、系统性探讨与分析,共同构建了民国时期乡村基础教育政策体系的全貌,这对于具体学习、科学论述、以及继续研究民国时期的基础教育、乡村基础教育与乡村基础教育政策,极具有跬步千里的学术价值。本论文综合运用多种研究方法,结合教育学、政策学等相关理论,共分为六部分(引论及主体五章),试图从环境、内容、过程和价值四方面对民国时期乡村基础教育政策进行深度系统的研究。具体如下:引论部分旨在对相关概念界定与文献综述的基础上,论证民国时期乡村基础教育政策研究的重要学术价值与研究意义。第一章主要论述了民国时期乡村基础教育政策制定与颁行的国内外政治、经济与教育环境,并详尽透视了可供借鉴的日本、美国乡村基础教育发展和可作基源的清末基础教育政策的发展。第二章和第三章主要以民国政府及其教育等部门所颁行的直接或间接的关于乡村基础教育发展的政策文件为切入点,拨云见日,系统阐释了乡村教育政策在教育行政体系划定、义务教育规划筹定、教育经费管理制定、课程实施规范订定、教职员与学生政策拟定和私塾改良办法颁定共六方面的主要内容,进而具体在乡村教育行政体系沿革,义务教育年限要求、学校及学级设置、设学方法选择、发展进程设计,教育经费筹集与支配,教科书审查、课程科目及教授时数设置,教师管理、校长任用与学生规范,以及私塾改良过程与内容等已有政策文本史料佐证的前提下力求清晰、明确的构建民国时期乡村基础教育政策的全部内容。第四章全面考察了民国时期乡村基础教育政策的决策过程与执行过程。即一方面通过对全国教育会议、教育行政会议、学制会议以及战时其他各种教育会议等各类教育会议中,若干基础教育的提案决议及其后相关政策内容的确定与颁行详情等,充分审思了乡村基础教育政策的决议与制定过程;另一方面,通过对全国及乡村基础教育实施与发展过程中,其体现在学校、教职员、学生、教育经费、义务教育、私塾改良等方面的数量变化与发展趋势分析,全面归结了乡村基础教育政策的执行与实施过程。第五章主要由教育政策的价值镜像和教育政策主体的价值博弈两部分构成,一方面从深受政权更替与战事变化影响、重视义务教育发展、兼顾国际化与本土化、渐趋规范化与法治化四个方面进行教育政策客体价值的概括总结,另一方面则从教育政策决策主体与教育政策执行主体两方面进行主体价值的细致分析,通过对政府的教育意图、教育者的理想与乡村的现实需求、乡民的教育诉求进行对比博弈,从而全面展现决策主体与执行主体的价值沟壑,进一步揭示乡绅、乡民与乡村基础教育发展的冲突,找寻乡村学校与私塾矛盾的深层原因,进而挖掘我国近代乡村社会危机的教育根源。
