当代中国反特权中的思想政治教育研究

【摘要】:特权是社会发展到一定阶段的产物,最终也会随着社会的发展而逐渐消失。这是一个非常漫长的过程,期间还会有反复、抵抗,必须做好长期斗争的准备。由于深刻的历史原因和复杂的社会现实原因,特权现象在我国仍然存在,给社会发展带来了严重的危害。特权是腐败产生的重要根源,与腐败密切相关。反腐败必须反特权。因此,治理特权现象成为当前我国反腐倡廉建设的重要内容。从现有文献来看,学术界对反特权的制度、监督、惩处等方面的论述比较多,而对反特权中的思想政治教育关注不够、研究不多。本文通过问卷调查和深度访谈的方法,对社会公众关于特权的认知、态度等进行了调查。在调查过程中,共向全国28个省市发放问卷2210份,回收2183份,其中有效问卷2160份;此外,还选择20个人进行深度访谈。论文立足于思想政治教育是反特权工作的重要手段和思想保障,结合特权现象产生的思想文化原因,提出了反特权思想政治教育的目标与内容,以及开展反特权思想政治教育的途径与方法。论文认为,特权是指社会上某一群体基于职位、身份等,而在经济、政治、文化、社会等领域享有的不受法律制度约束的特殊权力和超出职权所规定范围的特殊权利。本文研究的对象主要限定于领导干部特权,特权现象的行为主体是领导干部。特权与腐败、职权既有区别又有联系。现阶段,我国在经济、政治、文化、社会领域都存在特权现象。特权现象对社会发展造成的危害主要表现为扰乱社会公平正义、损害党的形象、助长权力崇拜、阻碍社会制度体制改革等。导致特权现象产生的原因有多种。其中,思想文化因素是特权现象产生的重要原因。思想文化因素的影响贯穿于特权现象的形成过程。封建残余思想的影响、资产阶级不良思想的侵蚀、社会主义市场经济转轨期产生的错误观念的诱导等外在思想环境构成了特权现象产生的思想文化土壤:理想信念缺失、权力观念错误、法治观念淡薄等领导干部自身存在的思想问题,则是特权现象产生的思想根源。思想政治教育具有独特的功能优势,是反特权工作的重要手段,同时也为制度、监督、惩处等反特权手段提供思想保障。现阶段我们党采取了健全权力规范制度、监督权力运行、惩处特权行为、开展思想教育活动等举措来治理特权现象,也取得了一定的成效。但是,从目前的工作格局来看,呈现出重制度、监督、惩处等“硬”手段而轻思想政治教育这一“软”手段的特点。从长远来看,反特权亟待加强思想政治教育。由于本文将特权现象的行为主体限定在领导干部群体,因此反特权思想政治教育的对象也是领导干部群体。结合特权现象产生的思想文化原因和反特权思想政治教育工作的任务,本文明确了反特权思想政治教育的目标与内容。其中,反特权思想政治教育的内容主要包括世界观教育、人生观教育、价值观教育、权力观教育和法治观教育。开展反特权思想政治教育,主要有干部教育培训、专题教育、正风肃纪教育、监督教育、活动教育和自我教育等六种途径。不同的途径有相应的具体实施方法。
