【摘要】：党务公开是党内民主的重要内容,是党内民主建设的重大基础性工程。党务公开所具有的推动党内民主的功能,是由其本质所决定的。党务公开的本质是权力为民所有必然要求的权力公开透明,实现权力在阳光下运行,进一步推进中国共产党执政权力的民主化、公开化、规范化和透明化。党务公开的提出,是中国共产党自觉遵循执政规律执政的理性选择,是中国共产党对党员群众权利意识觉醒的主动回应,是中国共产党对网络时代复杂多变的执政环境挑战的主动应对。自2004年党的十六届四中全会第一次提出党务公开到现在,经过政界、学界和各级党组织十多年的理论研究和实践探索,党务公开已经成为全党的共识。如何深化党务公开的理论研究,发掘党务公开的历史资源,梳理党务公开的逻辑历程,发挥党务公开在党内民主建设中的基础性作用,是进一步深化党务公开研究的关切点。党务公开是理论研究和实践探索的综合体,党务公开既需要严谨规范的理论研究,也需要积极主动的实践探索。党务公开的理论研究是为了更好地指导实践,充分体现理论对实践的指导价值;党务公开的实践探索是为了进一步丰富理论,充分体现实践对理论的检验功能。根据理论研究和实践探索相结合的原则,本论文共分为两大部分和六个章节。在理论部分,梳理党务公开的研究现状,界定党务公开的概念内涵,总结提炼马克思主义经典作家的思想渊源,阐述党务公开权力公开透明的本质;在实践部分,探寻中国共产党党务公开的历史,构建推进党务公开长效机制建设的制度路径。第一章是绪论,介绍论文的选题缘由、研究现状、研究思路和研究方法以及创新之处和不足。第二章是党务公开的概念界定。从现阶段学界对党务公开内涵的认识为研究起点,分析“党务”的内涵与“公开”的实质,从而合理界定党务公开的内涵。以党务公开的主体、对象和内容三方面的核心要素为研究视角,深化对党务公开的认识。第三章研究马克思主义经典作家的党务公开思想。既包括马克思恩格斯在领导无产阶级政党建立和发展过程中体现的党务公开思想,也包括列宁在领导苏联共产党建立和发展过程中体现的党务公开思想。第四章研究马克思主义权力观与权力的公开透明,着重突出党务公开的学理依据,体现党务公开的实质就是权力的公开透明。马克思主义权力观体现了权力的人民性和公共性,由此决定了权力公开透明的必然性。党务公开是马克思主义权力观及中国共产党执政权力人民性和公共性的必然要求。第五章阐述中国共产党党务公开的理论与实践探索。按照革命时期、建国前后和中共十六大后的三个阶段,以每个阶段具有标志性的会议、活动等作为研究切入点,梳理中国共产党党务公开的探索历程。第六章是构建党务公开长效机制的路径研究。我们要借鉴国外政党党务公开中的有益经验,正确处理党务公开与政务公开的关系,正确处理党务公开与依法保密的关系,走出党务公开的认识误区。构建党务公开长效机制的关键在于制度建设,制度建设不是简单的制定制度规范,而是从党务公开制度意识、制度文本和制度机制三个方面着手,以党务公开制度建设的整体合力,促进党务公开长效机制的形成。
[Abstract]:Public affairs is an important content of democracy within the party, is the important basic project for the construction of inner-party democracy. Public affairs is to promote inner-Party democracy function is decided by its nature. The essence of public affairs is the power for the people of all the requirement for transparency of power, the power in the sun, to further promote the the Communist Party of China power democratic, open, standardized and transparent. Public affairs is put forward, the Communist Party of Chinese consciously follow the rational choice of governing law ruling, Chinese is the Communist Party of the party members and the masses rights consciousness awakening is the active response, take the initiative to deal with the Communist Party of China network era complex governing environmental challenges. Since 2004 the fourth Plenary Session of the 16th CPC Central Committee the party put forward for the first time in public affairs to now, through politics, academia and Party organizations at all levels in more than 10 years of theoretical research and practical exploration, Public affairs has become the consensus of the whole party. How to deepen the theoretical research of public affairs, exploring the historical resources of public affairs, combing the logical course of public affairs, public affairs play in the construction of inner-party democracy in the fundamental role is to further deepen the study of public affairs concerns. Public affairs is a synthesis of the theoretical research and practical exploration. Public affairs requires both theoretical research standard, also need to practice actively. The theoretical research of public affairs is to better guide the practice, fully embodies the theory of practical guidance value; practice of public affairs research is to further enrich the theory, fully embodies the practice of theory test function. According to the theory research and practice to explore the principle of combining, this paper is divided into two parts and six chapters. In the part of theory, research status review of public affairs, The definition of the connotation of the concept of public affairs, summed up the ideological origins of refined classical writer Marx, describes the essence of public affairs transparent power; in practice, explore the history of the Communist Party of Chinese intresets, build a system construction path open long-term mechanism of party affairs.
