【摘要】：中央苏区是第二次国内革命战争时期,基于赣南、闽西革命根据地而建立与发展起来的中央革命根据地。同时也是中国共产党首次进行局部执政和社会建设的"试验田"。这一时期医疗卫生事业的理论与实践在今天仍有重要指导意义。中央苏区医疗卫生事业是以南昌起义、中国共产党独立领导中国革命为开端的。毛泽东、朱德、周恩来等老一辈无产阶级革命家,高度重视根据地医疗卫生事业的发展,他们运用马克思主义医疗卫生思想的基本原理,结合中国革命战争和根据地建设的具体实际,开展了卓有成效的医疗卫生实践活动,开创了中国的红色医疗卫生事业。中央苏区医疗卫生事业的发展所面临的艰难险阻是前所未有的。它充分发动群众依靠群众,根据形势不断完善,着重解决了军民的健康问题。在实践中形成了配合党局部执政的战时性、服从战争需要的流动性、服务军民健康的预防性、发动人民参与的群众性等鲜明的特征。开拓了发展医疗卫生事业的有效途径,通过建设红军医院、大兴卫生防疫运动、创办红色医务学校、自给自足药械资源等,将加强党的领导与发动人民群众相结合,形成防治合力;汲取传统医学精华注重中西医相结合,达成优势互补;吸收民间人才与兴办医务学校相结合,加强队伍建设。中央苏区医疗卫生事业,从无到有,发展兴盛,为中国共产党最终取得革命胜利做出了历史性的贡献,开辟了马克思主义中国化的卫生观,初创了预防为主防治结合的医疗卫生理论体系,并丰富与发展了苏区精神的内涵,即以坚定的共产主义信念开展医疗卫生事业、以实事求是的科学态度发展医疗卫生事业、以造福群众的真心实意践行医疗卫生事业、以艰苦奋斗的优良作风拓展医疗卫生事业。中央苏区医疗卫生事业是在艰难困苦中创立并发展起来的,需要一批甘于奉献勇于牺牲、无私忘我一心向党、大医精诚忠诚革命的红色医疗专家,以因地制宜的创新精神、排除万难的奋斗精神和实事求是的工作作风,实践为革命服务、为人民服务的革命人道主义精神。这是中央苏区医疗卫生事业之所以取得成功的重要价值支撑,也是留给我们的宝贵精神财富。中央苏区医疗卫生事业的实践经验与理论贡献对当前医疗卫生事业如何坚持党的领导下的医改方向,如何践行全心全意为人民服务的群众路线,如何构建社会主义的和谐医患关系,如何培育现代医德都有着十分重要的启迪意义。
[Abstract]:The Central Soviet area was the second period of the Civil Revolutionary War, based on Gannan. The central revolutionary base area established and developed in western Fujian is also the "experimental field" for the first time for the Communist Party of China to take part in power and social construction. The theory and practice of medical and health care in this period are in this period. Days still have important guiding significance. The medical and health undertakings in the Central Soviet region were revolted by Nanchang. The Communist Party of China led the Chinese revolution independently. Mao Zedong, Zhu De, Zhou Enlai, and other proletarian revolutionaries of the older generation attached great importance to the development of medical and health care in base areas. Using the basic principles of Marxist medical and health ideology and the concrete reality of the Chinese revolutionary war and the construction of base areas, they have carried out fruitful medical and health practice activities. The difficulties and obstacles facing the development of the medical and health undertakings in the Central Soviet region are unprecedented. It has fully mobilized the masses to rely on the masses and continuously improved according to the situation. The problem of military and civilian health has been solved emphatically. In practice, the wartime nature of matching the Party's partial governance, the mobility of service to the needs of war, and the prevention of serving the health of the army and the people have been formed. Such distinctive characteristics as the mass participation of the people have opened up an effective way to develop medical and health undertakings. Through the construction of Red Army hospitals, the establishment of a health and epidemic prevention campaign, the establishment of a red medical school, and the self-sufficiency of medicine and equipment resources, etc. To combine the leadership of the Party with the mobilization of the people to form a joint effort of prevention and cure; to draw on the essence of traditional medicine and pay attention to the integration of traditional Chinese and western medicine, and to achieve complementary advantages; and to combine the absorption of civilian talents with the establishment of medical schools. The medical and health undertakings of the Central Soviet region have developed from scratch and flourished, making historic contributions to the ultimate victory of the Chinese Communist Party of China and opening up a Marxist view of health in China.
