我国教育信息化实证测评与发展战略研究

【摘要】:在教育过程中运用以计算机、多媒体及网络通讯为基础的信息技术,促进教学过程科技化、信息化和现代化,培养适应信息化社会新要求的人才,以教育信息化带动教育现代化发展是我国教育事业改革与发展的战略选择。《国家中长期教育改革和发展规划纲要(2010-2020年)》把加快教育信息化发展进程作为实现未来教育改革发展目标的重要保障条件之一,《教育信息化十年发展规划(2011-2020年)》明确了我国教育信息化未来十年的发展目标及规划。《教育信息化“十三五”发展规划》进一步强调我国各级各类教育信息化发展与应用在中长期时间内的发展任务与发展重点。在国家不断加强教育信息化建设与发展的背景下,我国各省、市、地区及学校纷纷制定教育信息化“十三五”发展规划,以促进教育信息化的高效发展。但在教育信息化发展战略规划的制定应充分依据当地发展实际情况,科学规划资源分配并有针对性地选择发展重点。因此科学有效、全面的教育信息化实证测评与发展战略研究是发展规划中必不可少的关键步骤。但在我国,教育信息化实证测评理论与方法实践、教育信息化发展战略研究等尚未成熟。教育信息化发展战略的研究掺杂过多的主观依赖性,缺乏一定的理论与实证研究。在此背景下,本文依托广东省惠州市XXX区基础教育信息化“十三五”发展规划及郑州某师范高等专科学校信息化“十三五”发展规划研制项目。从理论探讨和实践研究的角度出发,综合运用定性分析与数据分析建模方法,构建教育信息化实证测评与发展战略研究理论框架,并通过实践研究进行检验。本文的研究内容主要包括三大部分:第一部分:教育信息化实证测评与发展战略理论研究。本部分内容依据各领域发展战略的主要内容构成及教育信息化建设内容基本构架,综合提出教育信息化发展战略的主要框架及内容组成。全面分析教育信息化发展战略研制过程中的关键影响因素,论述教育信息化发展战略的一般制定路径。构建我国教育信息化实证测评框架与指标体系。第二部分:教育信息化实证测评与分析研究。本部分基于教育信息化实证测评理论,首先以XXX区基础教育信息化实证测评与分析研究为例,探究区域基础教育信息化的实证测评与分析方法。全面调研XXX区基础教育信息化发展现状,综合应用探索性因素分析、结构方程模型、简单线性加权法等综合测量XXX区基础教育信息化应用水平及中小学教师信息技术应用能力水平。应用差异分析方法解析XXX区基础教育信息化水平差异情况。其次以郑州某师范高等专科学校信息化实证测评研究为例,探讨学校教育信息化的实证测评路径与方法。依据教育信息化调研指标体系,全面调研学校信息化发展现状。依据实证调研情况,全面解析学校信息化发展成绩与不足之处,并应用结构方程模型分析方法解析学校教师信息技术应用能力关键影响因素。第三部分:教育信息化发展战略研究。本部分主要依椐本研究提出的教育信息化发展战略研制理论基础,首先以XXX区基础教育信息化发展战略研究为例,基于实证测评研究结果探讨区域基础教育信息化发展战略研制路径与方法。应用内容定量分析方法和趋势外推法,预测基础教育信息化未来发展趋势。应用C-SWOT模型,定性分析XXX区基础教育信息化未来发展战略要素,并从定量的角度构筑XXX区基础教育信息化发展战略四边形,计算XXX区基础教育信息化发展战略向量,最终选择XXX区基础教育信息化积极增长型发展战略。其次以郑州某师范高等专科学校教育信息化发展战略研究为例,探究学校教育信息化发展战略研制路径与方法。在探究高等教育信息化发展趋势的基础上,为学校教育信息化发展目标的确定提供依据。采用C-SWOT模型,定性分析郑州某师范高等专科学校信息化未来发展战略要素,并从定量的角度构筑发展战略四边形,计算学校信息化发展战略向量,最终选择积极扭转型发展战略。
[Abstract]:Use in the process of education on computer, multimedia and network communication as the foundation of information technology, science and technology to promote the teaching process, the informationization and modernization, training to adapt to the new requirements of the information society to talents, education information to promote the modernization of education development of China's education reform and development. The strategic choice of national long-term education reform and development plan (2010-2020 years) "to accelerate the development of educational informationization is one of the most important security conditions to achieve the goal of the development of educational reform," education informatization ten year development plan (2011-2020) > clear Chinese education informatization development in the next ten years. The target and plan of educational informatization "13th Five-Year" development plan > I further stressed in all kinds of education information development and application in the long term development tasks and development priorities. In countries constantly strengthen Education informationization construction and development under the background of China's provinces, city, district and school develop education informatization "13th Five-Year" development plan in succession, in order to promote the efficient development of education informationization. But the strategic planning of information technology in education should be a sufficient basis for development of the local actual situation, scientific planning and resource allocation to choose the focus of development. Therefore a scientific and effective evaluation and empirical research on education informatization, comprehensive development strategy is essential for development planning. But in our country, education theory and empirical evaluation method of informatization practice, education informationization development strategy research is not mature. The subjective dependence of doping development strategy of education information too much, lack of theoretical and empirical research. In this context, this paper relies on the Guangdong basic education information "XXX 13th Five-Year" city of Huizhou Province Development Planning and Zhengzhou normal college informatization "13th Five-Year" development planning research project. Starting from the theory and practice research, qualitative analysis and data analysis, construction of education informatization evaluation and empirical research on the development strategy of the theoretical framework, and tested through practical research. The main contents of this paper include three parts: the first part: an empirical evaluation of education informatization and the development strategy of the theoretical research. The current situation of the development of the basic research of XXX District comprehensive education information, comprehensive the application of exploratory factor analysis, structural equation model, the level of teachers' information technology application abilities of primary and secondary school level of basic education informatization application of simple linear weighting method integrated measurement and XXX. Difference analysis of analytical method of XXX district basic education informatization level with a difference. Secondly to study the evaluation of Zhengzhou Normal College of information for example, an empirical study of evaluation approaches and methods of school education informationization. Based on the survey index system of education informatization, the whole face The present situation of the school informatization research. Based on the empirical research, comprehensive analysis of the school informatization development achievements and shortcomings, and the application of structural equation model analysis method analysis of school teachers' information technology application ability of key factors. The third part: Research on the development strategy of informatization of education. This part mainly according to the educational informationization development strategy based on the theoretical basis of this research put forward the development of first of all, to study the development strategy of XXX district basic education informatization as an example, to explore the development strategy of informationization of regional basic education development path and method of empirical evaluation results. Based on the application of content quantitative analysis and trend extrapolation to predict the future development trend of basic education informatization. The application of C-SWOT model, the qualitative analysis of the future development strategy of elements of XXX district basic education informatization. And from the quantitative point of view to build XXX district basic education informatization development strategy Quadrilateral, calculation of XXX district basic education informatization development strategy vector, the final choice of XXX district basic education informatization positive growth oriented development strategy. Secondly a college education informatization in Zhengzhou development strategy study, explore the development of school education informationization strategy development path and method. Based on the research on the development trend of higher education informatization the development target of school education informationization, provide the basis for determining. Using C-SWOT model, qualitative analysis of the future development strategy of some elements of Zhengzhou Normal College of information, and constructs the development strategy of quadrilateral from quantitative angle, calculating the vector development strategy of school information, the final choice of positive torsional transition of the development strategy.
