治理理论视阈下我国公立大学内部制度研究

【摘要】:在加快推进高等教育强国建设与“世界一流大学和一流学科”建设的背景下,我国高等教育综合改革进入了深水区,构建现代大学制度成为一项重要的建设任务和改革任务,是政府、社会和大学共同关注的理论和实践课题。经过几十年的改革探索,中国特色现代大学制度初步展现了系统性图景:外部制度方面,政府逐渐转变职能、加强宏观调控和指导,下放高校办学自主权;内部制度方面,高校不断深化内部治理结构改革、加强大学章程建设。伴随着大学外部制度环境的逐步优化,中国创建“双一流”需要进一步激发大学自身的内在动力。而长期以来的惯性逻辑和行为方式,使我国大学发展的源动力机制——内部制度建设,一直得不到足够重视,完善动力也较为不足。然而,与大学外部制度建设相比,内部制度的构建更为重要。只有把优化大学外部制度和大学内部制度结合起来,才能推进中国特色现代大学制度的不断完善。运用理论分析、调查研究、比较研究、历史分析等相结合的研究方法,以我国公立大学内部制度为研究对象,基于治理理论和组织理论的视角,围绕“我国公立大学内部制度的体系构成、制约因素,以及如何优化大学内部制度”的研究思路,首先从治理视域下构建大学内部制度的理论框架入手,清晰界定大学内部制度的概念、边界及其本文所定义的治理理念、治理主体、权力运行、组织机构、制度体系等核心要素,建构了清晰的分析框架,奠定了研究的理论依据。准确把握我国公立大学内部治理制度的发展历程,围绕大学内部制度的历史演变,全面梳理了我国公立大学制度经历的萌芽期、探索期、成长期、完善期等四个阶段,从历史变迁视角对我国大学内部制度的形成有了清晰的认识。在此基础上,重点从大学内部制度的权力运行(包括政治权力、行政权力、学术权力、民主管理与监督权力)、组织机构框架(包括党群系统、行政系统、学术组织系统)、制度保障体系(包括大学章程与校内规章制度)等三个维度,以体系构成、呈现特征、现实困境为基本线索,确立了研究的核心命题,对我国公立大学内部治理制度进行深入研究。认清我国大学内部制度建设内容的实质,进而从深层面、多角度分析影响我国大学内部制度建设的制约因素。借他山之石,选择美国、英国、法国、日本四国的大学内部制度进行梳理和分析,找出其共同特征,凝练出不同内部治理模式,为我国大学内部制度的优化提供借鉴和启示。最后,为实现大学良好治理,从治理理论倡导的多元主体治理、权力之间的互动制衡、治理的法治化等视角出发,统合从历史到现实、从理论到实践、从国内到国外、从成绩到问题的研究基础,提出了优化我国公立大学内部治理制度的对策建议:实现大学多元主体共同治理是内部制度优化的基础,构建内部权力互动制衡机制是内部制度优化的核心,深化大学内部治理结构改革是内部制度优化的关键,推进大学治理规则的法治化是内部制度优化的保障。研究价值或贡献试图体现在以下几个方面:首先,研究视角的创新。虽然已有类似的研究,但或者只是就大学内部权力进行研究,或者只是以内部治理结构为研究对象,或者只是研究大学章程及制度体系,都不够全面系统,难以把握大学内部制度的本质。本研究聚焦大学内部制度的权力运行、组织机构、制度体系的三个维度,并强调它们之间的有机耦合关系,使大学内部制度的框架内容更加清晰。其次,研究理论运用视角的新尝试。坚持治理理论作为研究依据、组织理论作为研究参照,治理理论主要在于提升大学的管理效率,组织理论则保持大学的学术本质属性,不偏离发展方向。第三,研究思维“走进”与“走出”的新探索。研究大学内部制度问题,出发点却不能局限于大学自身,必须坚持国家主导的外部制度的优化与大学理应主导的内部制度优化的有机结合。只是大学不能消极等待政府来推进自身制度变革,需要更加积极地面向现代大学制度的建设要求,不断完善自身内部制度体系。
