俄罗斯亚太战略转型背景下的对日政策研究

【摘要】：2008年全球金融危机和俄格冲突爆发以后,俄罗斯将更多的战略目光投向了亚太地区,亚太地区在俄罗斯外交战略中的地位进一步提升。2014年爆发的乌克兰危机对俄罗斯的外交战略产生了深刻和持久的影响,俄罗斯全面加速了亚太战略的转型进程。在俄罗斯转向亚太地区之后,将更加重视日本对俄罗斯的地缘战略价值和意义。本文以俄罗斯亚太战略转型为背景,通过审视俄罗斯对日政策的发展脉络,重点探讨俄罗斯对日政策的定位和目标,着重分析不同影响因素的作用力,全面阐述俄罗斯对日政策的实施进展,尤其是从政策目标与政策效果的一致性和契合度的新视角展开多维度的评估。由此,在俄罗斯亚太战略转型的背景下,形成俄罗斯对日政策的整体认知框架,对俄日关系的未来走向做出研判。
[Abstract]:After the global financial crisis and the Russian-Georgian conflict broke out in 2008, Russia turned more strategic attention to the Asia-Pacific region.The position of the Asia-Pacific region in Russia's diplomatic strategy has been further enhanced. The crisis in Ukraine in 2014 has had a profound and lasting impact on Russia's diplomatic strategy, and Russia has comprehensively accelerated the process of transformation of the Asia-Pacific strategy.After Russia turns to the Asia-Pacific region, it will pay more attention to the geo-strategic value and significance of Japan to Russia.Based on the strategic transformation of Russia's Asia-Pacific region, this paper focuses on the orientation and objectives of Russia's policy towards Japan through examining the development context of Russian policy towards Japan, and analyzes the force of different influencing factors.This paper comprehensively expounds the progress of Russia's implementation of Japanese policy, especially the multi-dimensional evaluation from the new perspective of consistency and consistency between policy objectives and policy effects.Therefore, under the background of the strategic transformation of Russia's Asia-Pacific region, the overall cognitive framework of Russia's policy towards Japan is formed, and the future trend of Russian-Japanese relations is studied and judged.
