【摘要】：中国志愿服务经过了二十余年的飞速发展,已经初具了一定的规模,受到了中国社会各阶层的广泛关注。当今,制约中国志愿服务发展的主要因素就在于制度化水平过低。建立中国特色志愿服务体制是突破中国志愿服务发展瓶颈的唯一途径。本文研究致力于尝试建立中国特色志愿服务体制。在回顾国内外志愿服务研究基础上,对志愿服务的一般概念进行系统的梳理,重点阐述志愿服务、志愿精神和志愿者的内涵,并分析三者之间的联系。在总结西方志愿服务的基础上,着重对中国志愿服务的发展历程进行分析,通过中国几次重大实践活动的志愿服务总结中国志愿服务发展的模式和规律。鉴于我国是社会主义国家,意识形态与西方不同,马克思主义居于我国意识形态的核心地位,因此马克思主义的人的社会性理论与共产主义理论为中国特色志愿服务体制提供了重要理论基础。思想政治教育理论指导着志愿服务的正确性、规范性,对于中国特色志愿服务的发展有着重要的理论指导意义。中国特色志愿服务体制的建立还要借鉴西方发达国家志愿服务发展的有益经验,本文通过对西方主要发达国家如美国、英国的志愿服务产生的条件、发展的基础、思想传统、发展现状、志愿服务体制进行梳理,总结这些国家志愿服务发展的经验教训,并从思想传统、组织管理、参与情况、法治程度与中国志愿服务进行比较,从中找出我国志愿服务的差异与不足。为了推动志愿服务事业持续发展,本文从政治、经济、文化、社会、生态文明建设五方面提出建立志愿服务发展的必要性,结合现有志愿服务体制的理论、经济和政策背景,进一步指出建立志愿服务体制面临的机遇和挑战。在上述研究基础上,提出中国特色志愿服务体制构建的五个目标。在指导思想方面,提出中国特色志愿服务体制构建要以社会主义核心价值观为引领,坚持"行善立德、以人为本"的理念、践行"奉献、友爱、互助、进步"志愿精神,培养"为人民服务、友爱奉献、公平正义、助人自助、乐人乐己"的情怀。在遵循理论与实际、继承与创新、顶层设计与实施路线图结合的原则下,建立中国特色志愿服务体制,该体制包括五个层面和志愿服务核心价值体系,五个层面分别为社会精神层面、受助者层面、志愿组织层面、支撑保障层面、基础环境层面,核心价值体系包括志愿服务体系的使命、核心价值观和愿景,在分析这些要素之间的关系后,重点分析志愿服务的受助者层面、志愿组织层面、支撑保障层面,最后从志愿服务的动员、招募、管理、保障、激励、监督评估机制提出了建立中国特色志愿服务体制的具体实施路径。
[Abstract]:After more than 20 years of rapid development, Chinese voluntary service has begun to have a certain scale, and has been widely concerned by all strata of Chinese society. Nowadays, the main factor restricting the development of voluntary service in China lies in the low level of institutionalization. Establishing the system of voluntary service with Chinese characteristics is the only way to break through the bottleneck of the development of Chinese voluntary service. This paper is committed to try to establish a voluntary service system with Chinese characteristics. On the basis of reviewing the research of voluntary service at home and abroad, this paper systematically combs the general concept of volunteerism, focuses on the connotation of volunteerism, volunteerism and volunteers, and analyzes the relationship between them. On the basis of summing up the western voluntary service, this paper analyzes the development course of China's volunteer service, and summarizes the pattern and law of China's voluntary service development through the voluntary service of several important practical activities in China. In view of the fact that China is a socialist country and its ideology is different from that of the West, Marxism occupies the core position of our ideology. Therefore, Marxist social theory and communist theory provide an important theoretical basis for the voluntary service system with Chinese characteristics. The theory of ideological and political education guides the correctness and standardization of voluntary service, which is of great theoretical significance to the development of voluntary service with Chinese characteristics. The establishment of the voluntary service system with Chinese characteristics should also draw lessons from the beneficial experience of the development of voluntary service in the western developed countries. Through the conditions, the basis and the ideological tradition of the voluntary service in the major western developed countries such as the United States and the United Kingdom, The current situation of development, the voluntary service system to comb, summarize the experience and lessons of the development of voluntary service in these countries, and from the ideological tradition, organization and management, participation, the degree of the rule of law and China's voluntary service are compared. Find out the difference and deficiency of volunteer service in our country. In order to promote the sustainable development of voluntary service, this paper puts forward the necessity of establishing voluntary service from five aspects of politics, economy, culture, society and ecological civilization construction, combining with the theoretical, economic and policy background of the existing voluntary service system. Further points out the opportunities and challenges facing the establishment of voluntary service system. On the basis of the above research, this paper puts forward five goals for the construction of voluntary service system with Chinese characteristics. In terms of guiding ideology, it is proposed that the construction of voluntary service system with Chinese characteristics should be guided by socialist core values, adhere to the concept of "doing good and building morality, and making people the first", and practice the voluntary spirit of "dedication, fraternity, mutual assistance and progress". Cultivate the feelings of serving the people, fraternity, fairness and justice, helping others to help themselves and happy people and themselves. Following the principles of theory and practice, inheritance and innovation, top-level design and implementation road map, the voluntary service system with Chinese characteristics is established, which includes five levels and the core value system of voluntary service. The five levels are social spiritual level, recipient level, voluntary organization level, supporting security level, basic environmental level, core value system including the mission of voluntary service system, core values and vision. After analyzing the relationship between these elements, the paper focuses on the level of recipient, organization and support of voluntary service, and finally from the mobilization, recruitment, management, security, motivation of voluntary service. The mechanism of supervision and evaluation puts forward the concrete implementation path of establishing the voluntary service system with Chinese characteristics.
