【摘要】:中国共产党历来高度重视干部教育工作。随着党面临的形势和任务的不断发展变化,我们党总是把干部教育培训工作放在基础性、战略性和先导性的地位,以培养适应新形势发展和新任务要求的高素质干部队伍为目标,坚持不懈地抓好干部教育,并且成效显著。尤其是党的十六大以来,党中央着眼于党和国家事业发展全局的战略高度,不断扩大培训规模,大幅提高干部素质,开阔教育视野,加大培训力度,增强培训实效,使党的干部教育事业实现了大发展,取得了辉煌成绩,为党的事业发展提供了有力的人才保障和智力支撑。认真总结党的十六大以来干部教育培训工作的宝贵历史经验,深入研究这一时期干部教育培训发展的历史规律,不断探索干部教育改革创新发展的新途径、新趋势和新方法,为干部教育培训事业发展提供动力源泉和后续支撑,这对于我们党干部教育事业实现进一步发展创新具有深远且重大的战略意义。本文运用文献研究法、历史分析法、比较分析法,着眼于中国共产党干部教育的理论基础和实践发展的视觉维度,以马列主义干部教育思想为指导、引领和支撑,对党的十六大以来的干部教育改革与创新问题作深入细致的研究。具体内容如下:第1章,绪论。共分四个部分:选题依据和研究意义;研究现状和有待深入研究的问题;研究思路和方法;论文的创新与不足。第2章,党的十六大以来干部教育面临的形势。共分二个部分:干部教育面临的国内外形势;干部队伍和干部教育的现状。第一部分对干部教育面临的国内外形势进行了全面准确的分析。在面临的国际形势方面,主要从和平发展仍是时代主题、国际政治格局趋于多极化、经济全球化进程不断加快、综合国力竞争的激烈变化和现代科技信息技术的迅猛发展等几个方面进行了深入分析,指出党的干部教育工作必须要准确把握时代脉搏,有效应对形势变化,不断适应国际形势发展对我们党提出的新要求和新挑战;在面临的国内形势方面,主要从新形势下经济社会发展取得的主要成就、当前经济发展的艰巨复杂任务及对党和干部提出的新课题、新要求和新任务等方面进行分析研究,指出党的干部教育工作必须紧紧围绕新时期党和国家事业发展大局,以提高执政能力建设为主线,以有效应对和解决经济社会发展中的各种复杂矛盾问题为重点,以全面建设小康社会为目标,加快实现改革创新,为党和国家事业发展提供坚实人才保障。第二部分对干部队伍和干部教育的现状进行了全面总结和深入分析。在干部队伍现状方面,指出当前部分干部在政治素质、理论素养、理想信念、宗旨意识、执政能力和廉洁自律等方面还存在着诸多问题和不足,必须加以有效解决;在干部教育方面,指出当前在思想认识、培训内容、培训方法、师资队伍、体制机制、经费保障等方面还存在着一些制约干部教育创新发展的因素和障碍,应尽快加以健全完善。第3章,党的十六大以来干部教育改革创新的理论和实践基础。共分为二个部分:干部教育改革与创新的理论基础;干部教育改革与创新的实践基础。第一部分系统阐述了中国共产党干部教育改革创新的理论基础,指出毛泽东、邓小平、江泽民、胡锦涛的干部教育思想是干部教育改革创新的理论基础,他们的干部教育思想都紧紧围绕不同时期党面临的中心任务,坚持不懈地推动重大理论创新,使马克思主义中国化的最新成果不断得到继承、丰富、完善和创新,这些理论创新成果是新时期干部教育创新发展的重大理论指南;第二部分系统回顾了中国共产党干部教育改革创新的实践基础,指出新中国成立初期的干部教育、党的十一届三中全会以来的干部教育、党的十三届四中全会以来的干部教育是干部教育改革创新的实践基础。这三个不同历史时期的干部教育在改革创新中取得了巨大成就,积累了丰富经验,为新时期党的干部教育改革创新提供了坚实的实践支撑。第4章,党的十六大以来干部教育改革创新取得的成就。共分为五部分:干部教育培训机构设置的改革创新成果;干部教育培训内容的改革创新成果;干部教育培训方式的改革创新成果;干部教育培训体制的改革创新成果;干部队伍的新变化。第一部分总结了在干部教育培训机构设置方面所取得的创新成果,主要包括创建新的中国浦东干部学院、井冈山干部学院、延安干部学院等国家级干部教育培训基地以及广东省等地方基层党校办学体制的调整与创新;第二部分总结了在干部教育培训内容方面所取得的创新成果,主要包括科学发展观教育、执政能力教育、和谐社会教育、先进性教育等马克思主义中国化最新成果教育以及加强教材体系建设;第三部分总结了在干部教育培训方式方面所取得的创新成果,主要包括组织调训与自主选学方式的结合、脱产培训与在职学习方式的结合、国内培训与境外培训方式的结合以及案例式、体验式、研讨式、模拟式等多种新兴教学方法的大量探索和运用;第四部分总结了在干部教育培训体制方面所取得的创新成果,主要包括颁布《干部教育培训工作条例(试行)》等法规制度,把县委书记、县长纳入国家级院校培训,建立全国行政机关公务员培训体系等方面;第五部分总结了干部队伍的新变化,指出通过干部教育在机构、内容、方法、体制等方面的改革创新,不断增强了干部教育培训的效果,使干部队伍出现了许多新变化,呈现出新面貌,广大干部的理论功底、政治素养、执政能力、宗旨意识、工作作风、廉洁自律等都得到了明显的加强、改善和提升。第5章,党的十六大以来干部教育改革创新存在的问题及其对策。共分二个部分:干部教育培训体制机制存在的问题;解决干部教育培训体制机制存在问题的对策。第一部分主要分析了体制机制方面存在的问题。在培训体制方面,主要存在着令出多门、条块分割、多头投资、资源浪费、重复培训、负担加重、机制单一、竞争不足等方面的问题;在培训机制方面,主要存在着规范性不够、内容更新不够、方式不够丰富、管理相对滞后、激励机制不够等方面的问题,这些问题的存在是影响干部教育创新发展的关键性问题,必须加以有效解决。第二部分系统提出了解决干部教育培训体制机制存在问题的对策和办法。在干部教育培训体制改革创新方面,提出要加快理论创新、加强宏观管理、整合资源配置、引入市场调节、倡导组织推进等办法和举措;在干部教育培训机制改革创新方面,提出要创新培训理念、借鉴国外经验、优化资源配置、强化培训质量等基本要求,提出要坚持系统协调、双轨并重、激励约束、优胜劣汰、综合效益等基本原则,提出要健全完善和改革创新干部教育培训的宏观管理机制、需求分析机制、调训择训机制、考核激励机制、市场竞争机制、内部运行机制和组织保障机制。同时,还提出了要借鉴发达国家公务员的培训经验,学习他山之石,为我所用。
