应用技术大学定位研究

【摘要】:二战后,在第三次科技革命的推动下,战后经济得到速复苏与发展。随之而来的产业结构的调整对教育提出了新的要求,迫切需要大量具有技术应用和开发创新能力的人才。高等教育的大众化也促使各国高等教育体系从单一走向多元。在经济、社会、教育等多种因素的作用下,应用技术大学通过新建、升格或改造重组等模式率先在欧洲国家产生并获得了快速发展,并以其准确的办学定位和鲜明的办学特色获得广泛认同。在我国高等教育的大众化进程中,也出现了一批以培养技术应用型人才为目标的应用技术大学。但由于这些高校存在着数量少、难以满足区域社会发展需要;发展无序,缺乏相应的评价标准;水平较低,服务于区域的能力不强;发展后劲不足等问题,导致了学界对于应用技术大学的现实存在产生质疑。究其根本原因,在于对应用技术大学的内涵和定位模糊不清。目前,我国已经明确提出要建设应用技术类型的高校,但仅提出了应用技术大学建设的政策框架,建设的主体则在地方本科院校,该项工作的开展主要依靠地方本科院校的探索和创新。作为舶来品的应用技术大学能否在我国发挥应有的作用,实现应有的价值,首先取决于建设高校能否明确建设观念,能否进行准确定位。然而,由于高等学校的定位问题近年来才被学界所关注,对许多问题仍缺乏专门研究,对于应用技术大学定位的系统研究则更少。随着我国地方本科院校向应用技术大学转型发展的不断深入,明确应用技术大学的合理定位,不仅直接关系到我国应用技术大学的长远、健康发展,也关系到我国现代职教体系的构建和高等教育与地方经济的协调发展。本文以“应用技术大学定位研究”为题,尝试从历史与现实、理论与实践等多层面,从结构功能主义和系统论等视角来考察应用技术大学在社会系统和高等教育系统中的定位,解决应用技术大学的定位“是什么”以及“定什么”等问题,并在理论和实践研究的基础上,提出应用技术大学科学定位的方法与策略,以及对于应用技术大学实现特色发展的一些建议。本文共由六章组成。第一章,绪论。主要阐述了问题提出的缘由,厘定了应用技术大学的基本内涵,在对已有关于应用技术大学和高等学校定位的相关文献资料进行梳理与综述的基础上,提出本文的研究思路与方法。第二章,我国应用技术大学的发展脉络与定位现状。从历史的视角出发,梳理了我国应用技术大学产生的背景与发展历程,指出应用技术大学在推进我国高等教育大众化进程中发挥了积极作用,并分析了当前我国应用技术大学在定位上的共性特征和存在的主要问题。第三章,境外应用技术大学的发展历程与定位特征。分析了德国、英国以及中国台湾应用技术大学的发展历程与定位特征,寻求应用技术大学定位的共性特征。第四章,社会系统中的应用技术大学定位。运用结构功能主义理论分析了应用技术大学的位置、角色、取向与功能,确定应用技术大学在社会大系统中的定位。第五章,高等教育系统中的应用技术大学定位。运用系统论分析了应用技术大学的类型定位、层次定位和功能定位,确定应用技术大学在高等教育系统中的位置。第六章,应用技术大学的科学定位:方法、策略与建议。分析了应用技术大学定位的依据、原则与策略,解决应用技术大学定位“如何定”的问题。并在此基础上,提出科学定位是实现应用技术大学特色发展的前提和基础,应用技术大学必须结合自身办学历史和优势,紧贴经济社会发展需求,明确服务地方的办学使命,以培养技术应用型人才为目标,通过深层次的产学研合作实现协同创新,大胆实践,走出一条特色发展之路。
[Abstract]:After the Second World War, under the impetus of the third scientific and technological revolution, the post-war economy has been recovering and developing rapidly. The consequent adjustment of the industrial structure has put forward new demands on education, and it is urgent to have a large number of talents with technical application and innovation ability. The popularization of higher education has also promoted the higher education system from single to pluralistic. Under the influence of many factors, such as economy, society and education, the University of applied technology has taken the lead in developing and gaining rapid development in European countries through new, upgraded or reorganized modes, and has been widely recognized by its accurate orientation and distinctive features of running a school. In the process of popularization of higher education in China, a batch of people have also appeared. The University of applied technology, which aims at training applied talents, is difficult to meet the needs of regional social development, and it is difficult to meet the needs of the regional social development; the development disorder, the lack of corresponding evaluation standards, the low level of the level, the poor ability to serve the region, and the lack of development strength, have led to the academic circles for the University of applied technology. The fundamental reason is that the connotation and positioning of the University of applied technology are unclear. At present, our country has clearly proposed the construction of applied technology types of colleges and universities, but only put forward the policy framework of the construction of Applied Technology University, the main body of the construction is in the Local Undergraduate Colleges and universities, and the development of this work depends mainly on the development of the University. The exploration and innovation of local undergraduate colleges and universities. Whether the Applied Technology University, as an imported technology, can play its due role and realize its value, the first depends on the construction of the concept and the accurate positioning of colleges and universities. However, the orientation of colleges and universities has been paid attention to by the academic circles in recent years, and many problems still remain. There is a lack of special research and less systematic research on the position of Applied Technology University. With the continuous deepening of the transformation and development of local undergraduate colleges and universities to Applied Technology University, the rational orientation of Applied Technology University is not only directly related to the long-term and healthy development of the University of Applied Technology in China, but also to the modern vocational education system in China. Construction and the coordinated development of higher education and local economy. This paper, taking the "Applied Technology University positioning research" as the topic, tries to explore the orientation of Applied Technology University in the social system and higher education system from the perspectives of history and reality, theory and practice, from the perspective of structural functionalism and system theory, to solve the big application technology. On the basis of the theoretical and practical research, the methods and strategies for the application of Technology University and the development of the University of applied technology are proposed. This paper is composed of six chapters. The first chapter, introduction, mainly expounds the reasons for the problem. The basic connotation of the University of applied technology is determined. On the basis of combing and summarizing the relevant literature on the orientation of Applied Technology Universities and colleges and universities, the research ideas and methods of this paper are put forward. The second chapter, the development context and the status quo of the University of Applied Technology in China. With the background and development process of the University of technology, it is pointed out that the University of applied technology has played an active role in promoting the process of popularization of higher education in China, and analyses the common features and main problems in the orientation of the University of Applied Technology in China. The third chapter, the development and positioning characteristics of the University of applied technology abroad. The development and positioning characteristics of the University of Applied Technology of Taiwan in Germany, Britain and China are analyzed, and the common features of the Applied Technology University positioning are sought. The fourth chapter, the orientation of the Applied Technology University in the social system. The position, role, orientation and function of the Applied Technology University are analyzed by using the theory of structural functionalism, and the University of applied technology is determined. The fifth chapter is the position of the Applied Technology University in the higher education system. The position of the type, the level and the function of the applied technology university are analyzed by the system theory. The position of the Applied Technology University in the higher education system is determined. The sixth chapter is the scientific orientation of the Technical University: methods, strategies and construction. This paper analyzes the basis, principles and Strategies of the orientation of Applied Technology University, and solves the problem of "how to fix" the orientation of Applied Technology University. On this basis, it is proposed that scientific orientation is the prerequisite and foundation for realizing the development of the University's characteristic of applied technology. The University of applied technology must combine the history and advantages of self running school and close to the need of economic and social development. In order to make clear the mission of running a school, we should aim at training the talents of technology application, and realize the cooperative innovation through the cooperation of the deep production, school and research, and go out a way of developing the characteristic.
