台安县新华农场农田水利建设项目后评价
[Abstract]:This study combines farmland water conservancy construction with post-project evaluation theory to objectively and truly judge whether a farmland water conservancy construction project is successful or not, discover problems from the evaluation process, sum up experience and lessons. The main contents are as follows: firstly, the basic data of farmland and water conservancy construction project of Xinhua Farm in Taian County are collected and pretreated. To study the documents of project establishment, project proposal, feasibility study report, planning and design, etc., using the southern mapping Cass7.0 software and ArcGIS10.1 operating platform to accurately locate the boundary of the project, and using remote sensing image nesting and spot clipping, etc. Restore the original appearance of the project area and briefly introduce the project construction situation. Secondly, establish the theoretical system of post-evaluation of irrigation and water conservancy construction project of Xinhua Farm in Taian County. According to the field investigation results of the project area, according to the acceptance report of the completion of the project and the actual operation situation of the project, from the whole construction process, economic benefits, The social impact and environmental impact are analyzed and discussed in various aspects of the theoretical system, which lays the foundation for the development of the post-comprehensive evaluation of the follow-up project. Thirdly, combining with the post-project evaluation theory, the (A) of the whole evaluation process is divided into four criterion layers by using the Analytic hierarchy process (AHP). They are process post-evaluation (B1), economic post-evaluation (B2), social impact post-assessment (B3) and post-environmental impact assessment (B4). Each criterion layer is divided into several factor layers (C1-Cn). Similarly, each factor layer continues to be divided into several indicator layers (D1-Dn). Then, the yaahP10.5 software is used to calculate and determine the weight value of each index factor after the project. Fourth, the fuzzy comprehensive evaluation method is used to determine the degree of membership among the evaluation indicators. Then according to the hierarchical relationship of (B) evaluation result of (D) / factor layer (C) criterion layer, a multilevel fuzzy comprehensive evaluation model is constructed and evaluated step by step, and the final score of the project is obtained. Finally, according to the final score of the project post-evaluation, it is concluded that the process post-evaluation, the economic post-evaluation, the social impact post-evaluation are all good, and the environmental impact post-evaluation is qualified. The value of (A) is 0.5815, the result of comprehensive evaluation is good, the expected construction goal of the project is basically realized, the evaluation result is consistent with the actual construction, and the operation situation is basically consistent.
