“进退热”中冷思考中国特色社会主义经济发展道路

[ABSTRACT]  Under the circumstance of developing a socialist market economic system, the 15th National Congress of the CPC had stated “state-own-out and private-own-in”, which urged large-scale withdrawal of state-owned capital from full competition area. However, starting from 2008, under the influence of international financial crisis and the domestic economy cyclical adjustment, China's economy has emerged the phenomenon of “state-own-in and private-own-out”. This paper has analyzed on the two phenomena occurred in specific historic condition objectively, and put forward to take the theory of socialism with Chinese characteristics as guideline, and set the reform goal as economic recovery and domestic demands stimulation, promoting the relationship between the state-owned economy and private economy as mutual dependency.

一、 共同的背景——建立社会主义市场经济体制

事情要追溯到1992年初，邓小平先后到武昌、深圳、珠海、上海等地视察，并发表了一系列重要讲话，后通称南巡讲话。讲话针对人们思想中普遍存在的疑虑，重申了深化改革、加速发展的必要性和重要性，并从中国实际出发，，站在时代的高度，深刻地总结了十多年改革开放的经验教训，在一系列重大的理论和实践问题上，提出了新思路，有了新突破，将建设有中国特色社会主义理论大大地向前推进了一步。邓小平谈话的中心是：坚定不移地贯彻执行党的“一个中心、两个基本点”的基本路线，坚持走有中国特色的社会主义道路，抓住当前有利时机，加快改革开放的步伐，集中精力把经济建设搞上去。
