中国影视产品出口扶持政策研究

【摘要】:21世纪经济全球化与文化多元化已经成为不可阻挡的历史潮流。在经济全球化与文化多元化的推动下,国际上影视产品的出口贸易已经达到惊人的程度。美国处于主导地位,英、法、德、日、韩等有着各自的竞争优势,而其他国家的影视产品出口贸易处于探索发展阶段。中国影视产品的出口贸易仍然处于成长阶段,,国际竞争力较弱,与影视强国在国际市场上较量还处于劣势。因此,中国的影视产业属于需要政府保护的“幼稚产业”,政府可以出台战略性贸易政策扶持影视产品出口。从2000年开始,文化部等相关部委已出台41个文件涉及影视产品出口扶持政策,政策内容包括放宽市场准入、发放财政补贴、实行税收退免、提供金融支持、加大人才培养、拓宽营销渠道等。 然而以2008-2012年间中国影视产品出口规模、出口总额、出口市场的统计数据对影视产品出口扶持政策的效应进行评析,发现尽管中国政府出台了政策扶持影视产品出口,但由于政策的稳定性、扩张性、针对性、激励性不强,国内的影视产品还没真正进入国际主流商业影视的竞争市场,而影视产品出口规模和总额也并没有随着国内影视产品总量、交易额的增加而增加,反而呈现下降的趋势。这就说明,中国目前的影视产品出口扶持政策还需要逐步完善以达到更高的效应水平。 通过借鉴美、法等国影视产品出口扶持政策,在今后的政策实践中,中国政府应从成立专门机构管理影视产品出口,组建行业协会引导影视产品出口;加强影视产品国际贸易法规的研究,加快国内影视产品国际贸易的立法;细化影视产品出口的财税扶持政策,落实影视产品出口的金融支持政策;培养国际化的影视经营管理人才,培养国际影视贸易经纪人;强化外交推介影视产品出口,加强影视国际营销网络建设等方面完善影视产品出口扶持政策。
[Abstract]:Economic globalization and cultural pluralism have become an irresistible historical trend in the 21 st century. Under the impetus of economic globalization and cultural pluralism, the international export trade of film and television products has reached an astonishing degree. The United States is in the leading position, Britain, France, Germany, Japan, South Korea and other countries have their own competitive advantages, while other countries are exploring the development of film and television products export trade. The export trade of China's film and television products is still in the growing stage, its international competitiveness is weak, and it is still at a disadvantage to compete with the powerful film and television countries in the international market. Therefore, China's film and television industry is a "childish industry" in need of government protection, and the government can introduce strategic trade policies to support the export of film and television products. Since 2000, the Ministry of Culture and other relevant ministries have issued 41 documents concerning export support policies for film and television products. The policy contents include relaxing market access, issuing financial subsidies, implementing tax rebates, providing financial support, and increasing personnel training. Broaden marketing channels and so on. However, based on the statistical data of China's film and television products export scale, total export volume and export market from 2008 to 2012, it is found that even though the Chinese government has issued policies to support the export of film and television products, However, due to the stability, expansibility, pertinence and low incentive of the policy, domestic film and television products have not really entered the international mainstream commercial film and television competition market. However, the export scale and total amount of film and television products do not increase with the increase of total domestic film and television products, but show a downward trend. This shows that China's current export support policy for film and television products needs to be gradually improved to reach a higher level of effect. Through drawing lessons from the export support policies of the United States, France and other countries, in the future policy practice, the Chinese government should set up a special agency to manage the film and television product export, and set up trade associations to guide the film and television product export. Strengthen the research on the international trade laws of film and television products, accelerate the legislation of international trade of domestic film and television products, refine the fiscal and tax support policies for the export of film and television products, and implement the financial support policies for the export of film and television products; We should train international talents of film and television management, train international film and television trade broker, strengthen diplomacy to promote the export of film and television products, strengthen the construction of international marketing network of film and television, and improve the supporting policy of film and television export.
