【摘要】：荆州市是农业大市,是楚文化的发祥地,作为人文资源大市和生态资源大市,旅游资源丰富,发展旅游的条件十分优越。然而改革开放近30年来,荆州的经济建设落后于全国也落后于湖北。特别是丰富的旅游资源开发不够,对外地游客缺乏吸引力,丰富的农业资源仍然只用于纯农业生产,基本上没有开发和利用到旅游上来。在21世纪,观光农业深受游客欢迎,国内外生态农业得到快速发展,荆州应当顺应时代发展需要,将农业和旅游业结合到一起,大力发展观光农业,促进城郊农村经济的发展,带动第三产业全面振兴,促进城乡一体化,农村城镇化的快速实现。观光农业的资源广泛、形式多样,同时富有地域特色,吸引了大量游人前来观光休闲,带动了旅游业的发展,也促进了经济的增长。荆州市有得天独厚的楚文化旅游资源,市政府多年前就提出旅游兴市,而观光农业正是促进旅游业发展的配套产业。荆州不仅有深厚的文化底蕴,而且有丰富的农业旅游资源,大力发展观光旅游,有利于改善生态环境质量,为人们提供观光、休闲、度假的生活性功能,对于促进荆州旅游业的发展具有十分重要的意义。近年来,荆州市休闲观光农业发展也取得了一定成效,然而由于多方面的原因,荆州市观光旅游的发展和周边地区相比,明显落后,既没有形成知名品牌,也没有形成规模效应。也正由于此,荆州市观光农业发展具有明显的后发优势。研究荆州市观光农业的发展,找出存在的主要问题,找准发展的对策,对于促进荆州市观光农业的健康快速发展有着十分重要的意义。本文通过对荆州市休闲观光农业状况的调查和分析,从定量和定性的角度分析了发展荆州市休闲观光农业的制约因素,提出了大力发展荆州休闲观光农业的建议。全文共分4章,结构和内容安排如下：第1章是导论部分,介绍研究背景、研究的目的和意义、研究的方法和文章结构,以及本文的创新点和存在的不足。第2章是基本概念和国内外发展概况。对观光农业的相关概念进行了阐释,对国内外休闲观光农业发展的主要情况进行了回顾。第3章,荆州市休闲观光农业发展现状和发展的制约因素。通过统计数据的典型事例分析了荆州市休闲观光农业发展的状况；从农民的观念到观光旅游的环境,从休闲观光农业的规划到政府的政策,全面分析了影响荆州市休闲观光农业发展的因素。第4章是结论和建议。在前三章调查资料统计分析的基础上,本文得出了以下3点结论：(1)荆州市休闲观光农业已经初具规模。各种资料和分析表明,荆州市休闲观光农业已经初具规模,而且发展势头正旺。各地各级政府也采取一些措施,旨在促进休闲观光农业的发展,也取得了一些成效,但效果并不显著。(2)荆州市休闲观光农业效益巨大。休闲观光农业一般都建立在城郊,是农村经济发展较好的地方,农民收入本身都较高,但从比较效益来看,表现出三方面的效益：一是休闲观光农业表现出巨大的经济效益,其增长率一般在90%以上,是一项可以开发的项目；二是休闲观光农业促进了农产品的销售,具有对地方的宣传作用；三是安置于了一些农村剩余劳动力,是城乡一体化连接点的载体。(3)荆州市休闲观光农业效益正逐年下降。由于荆州市旅游业发展不佳,荆州市休闲观光农业效益增长速度呈现出逐年下降的趋势,必须引起政府部门的高度重视。本文提出了5点建议：一是进行整体规划设计。建议政府责成相关部门成立专业团队,对荆州市现有的观光农业旅游进行分析和总结,在此基础上,对荆州市旅游资源进行统一规划。在现有观光农业的基础上,做好景点的规范扩充,配套好相关的娱乐、疗养项目,延长观光农业的产业链,使荆州市的观光农业成为荆州市特有历史文化资源的载体,打造出荆州市特色的旅游板块。二是提高农民创业意识。建议政府聘请专业人士对从事观光农业项目的经营者进行专项培训,给予技术和管理指导,并在资金上给予支持,在政策上给予优惠,在项目上给予指导,拓宽他们的眼界,让他们的思想与国际接轨,从而带动一批有志创业的农民凭借其自然资源优势进行创业,将现有的观光农业圈打造成为精品旅游路线。在解决农民就业问题的同时,扩大旅游规模,形成旅游圈,促进各项经济的发展。三是加大旅游项目建设。建议荆州在现有观光农业的基础上,增添新的旅游项目。完善功能,配套设施,让观光农业成为优越的观光农业休闲胜地。大力发展生态疗养,提升荆州的整体形象。四是提供专项资金配套。建议各级政府要重视和支持休闲观光农业旅游项目的发展,加大政策扶持力度,促进荆州市观光农业的发展。五是统一广告策划宣传。建议荆州着力改善软环境,同时,做好广告策划和宣传。提升荆州的整体形象,推动休闲观光农业项目的健康稳定发展。本文有3个方面的创新：(1)系统收集和整理了荆州市近5年来的休闲观光农业的数据,全面分析了荆州市近5年来的休闲观光农业现状。在些之前还没有发现此类工作。(2)全面系统分析了荆州市休闲观光农业发展的制约因素,并一针见血地指出问题的原因。(3)从一定高度提出了促进荆州市休闲观光农业发展的对策,对促进荆州市休闲观光农业发展必然有一定的指导借鉴作用。本文存在3个方面的不足：(1)文献综述不够全面。没有全面收集和分析近年来关于休闲观光农业的成果,缺乏述评。(2)对荆州市休闲观光农业典型只作了介绍,缺乏科学考察和分析。(3)对荆州市休闲观光农业的特点缺乏提炼和总结。
[Abstract]:Jingzhou is a big city of agriculture and the birthplace of Chu culture. As a large city of human resources and a large city of ecological resources, tourism is rich in tourism resources. However, in the last 30 years of reform and opening up, Jingzhou's economic construction is lagging behind the whole country and lagging behind Hubei. Especially, the development of rich tourist resources is not enough and the tourists in other countries are lacking. The attraction and rich agricultural resources are still only used in pure agricultural production, basically not developed and used to travel. In twenty-first Century, sightseeing agriculture was welcomed by tourists, and the ecological agriculture at home and abroad was developed rapidly. Jingzhou should conform to the needs of the times, combine agriculture and tourism, and vigorously develop sightseeing agriculture and promote the city. The development of rural economy promotes the revitalization of the third industry, promotes the integration of urban and rural areas, and realizes the rapid urbanization of rural areas.
Tourism agriculture has a wide range of resources, various forms and rich regional characteristics, attracting a large number of tourists to come to sightseeing and leisure, driving the development of tourism and promoting the economic growth. Jingzhou has a unique tourist resources of Chu culture, and the city government proposed a tour of the city many years ago, and sightseeing agriculture is the match to promote the development of tourism. Jingzhou not only has a profound cultural background, but also has rich agricultural tourism resources, vigorously develop sightseeing tourism, improve the quality of the ecological environment and provide people with sightseeing, leisure and holiday life function, which is of great significance for promoting the development of tourism in Jingzhou.
In recent years, the development of leisure and sightseeing agriculture in Jingzhou has also achieved certain results. However, because of many reasons, the development of sightseeing tourism in Jingzhou is obviously backward compared with the surrounding areas. It has not formed a well-known brand, nor has it formed a scale effect. Because of this, the development of sightseeing agriculture in Jingzhou has obvious backward advantages. The development of Jingzhou sightseeing agriculture, finding out the main problems and finding out the development countermeasures, is of great significance for promoting the healthy and rapid development of tourism agriculture in Jingzhou.
Through the investigation and analysis of the situation of leisure and sightseeing agriculture in Jingzhou, this paper analyses the restrictive factors of developing leisure and sightseeing agriculture in Jingzhou from the quantitative and qualitative angle, and puts forward some suggestions for developing Jingzhou's leisure and sightseeing agriculture.

The fourth chapter is the conclusion and suggestion. On the basis of the statistics and analysis of the first three chapters of the survey data, this paper draws the following 3 conclusions: (1) Jingzhou leisure and sightseeing agriculture has begun to take shape. The leisure and sightseeing agriculture is generally established in the suburbs, which is a better place for the development of rural economy, and the farmers' income itself is higher, but from the comparative benefit, it shows three benefits: first, Leisure and sightseeing agriculture shows great economic benefit, its growth rate is generally above 90%, it is a project that can be developed; the two is that leisure and sightseeing agriculture promotes the sale of agricultural products, and has the role of promoting local publicity; three is the remainder of rural surplus labor, and is the carrier of the integration of urban and rural areas. (3) Jingzhou leisure The benefit of sightseeing agriculture is declining year by year. Because of the poor development of tourism in Jingzhou, the growth rate of tourism agriculture in Jingzhou shows a declining trend year by year, which must be paid more attention by the government departments.
5 suggestions are put forward in this paper.
One is to carry out the overall planning and design. It is suggested that the government should set up a professional team to set up a professional team to analyze and summarize the existing sightseeing agricultural tourism in Jingzhou. On the basis of this, a unified planning of tourism resources in Jingzhou is carried out. On the basis of the existing sightseeing agriculture, the standard expansion of the scenic spots is done, and the related entertainment and convalescent projects are well matched. To extend the industrial chain of sightseeing agriculture, make the sightseeing agriculture of Jingzhou become the carrier of the unique historical and cultural resources of Jingzhou City, create the tourism plate with the characteristic of Jingzhou city. The two is to improve the farmer's entrepreneurial consciousness. It is suggested that the government hire professionals to carry out special training for the operators engaged in sightseeing agricultural projects, and give technical and management guidance. Give support to the funds, give preferential policy, give guidance to the project, broaden their horizons, make their thinking with the international line, and lead a group of ambitious farmers to start their business with their natural resources advantage, make the existing sightseeing agricultural circle become a fine tourism route. At the same time, to expand the scale of tourism, form a tourism circle and promote economic development. Three is to increase the construction of tourism projects. There are 3 innovations in this paper: (1) the data of leisure and sightseeing agriculture in Jingzhou for the last 5 years are collected and collated, and the status of leisure and sightseeing agriculture in Jingzhou for the last 5 years is analyzed. No such work has been found before. (2) the restrictive factors of the development of leisure and sightseeing agriculture in Jingzhou are systematically analyzed. The reasons for the problem are pointed out. (3) from a certain level, the countermeasures to promote the development of leisure and sightseeing agriculture in Jingzhou are put forward, which will certainly have some guidance for promoting the development of leisure and sightseeing agriculture in Jingzhou.
There are 3 shortcomings in this paper: (1) the literature review is not comprehensive enough. There is no comprehensive collection and analysis of the achievements of leisure and sightseeing agriculture in recent years and lack of review. (2) only a brief introduction to Jingzhou city leisure and sightseeing agriculture is introduced, and the lack of scientific investigation and analysis. (3) the lack of extraction and summary of the characteristics of leisure and sightseeing agriculture in Jingzhou.
