西宁市城乡结合部农地非农化农户感知对非农意愿的影响

【摘要】：在非农转化的过程中,城市开发扩建需要占用大量的城乡结合部土地。如何获取农户对非农意愿的真切表达,并针对被征地农户生活现实需求与困难采取有效措施仍是问题的难点。本研究获取农地非农化过程中农户多方面的感知,量化分析农户感知与非农意愿间的关系,具有促进城乡协调发展的意义。研究调查了西宁市4个样本村204户家庭,在探索出农户非农转换价值感知理论构架后,利用结构方程模型测量农户感知与非农转换意愿间的关系。研究结果表明:(1)农地非农化对当地经济效益、社会保障,景观变化造成了正负两方面影响。(2)农户感知的差异性受多种因素影响,包括种植方式、空间位置、征地情况、开发方向等。(3)农户对农地非农转换的价值感知具体为四个维度:经济价值感知、公共保障价值感知、公共基础价值感知、景观价值感知。(4)农户的经济价值感知与农户种植收益、生活花销变化呈正相关,与非农收入变化呈负相关;农户公共保障价值感知与就业保障、生活保障、基础服务变化呈高度正相关;农户公共基础价值感知与基础设施、出行便利程度、子女教育情况呈正相关;农户景观价值感知与干净度、清新度呈正相关,与农田景观渴望度呈负相关。(5)农户感知对被征地农民的意愿具有正向的影响。主要影响因子为经济价值感知,第二为公共保障价值感知。研究结论:农户感知明确地影响到被征地农户的意愿,因此把握两者的关系有利于政府引导非农流转的有序开展,为解决农户的后顾生计、就业与保障问题提供参考依据。
[Abstract]:In the process of non-agricultural transformation, urban development and expansion need to occupy a large amount of land in urban and rural areas. It is still a difficult problem to take effective measures to solve the real needs and difficulties of land expropriated farmers. In this study, the farmers' perception in the process of farmland conversion is obtained, and the relationship between farmers' perception and non-agricultural will is analyzed quantitatively. The study investigated 204 families in 4 sample villages in Xining, and explored the theoretical framework of non-agricultural conversion value perception of farmers. The structural equation model is used to measure the relationship between farmers' perception and non-farm conversion willingness. The difference of farmers' perception is affected by many factors, including planting mode, spatial location, land requisition, etc. There are four dimensions of farmers' value perception to non-agricultural conversion: economic value perception, public security value perception, public basic value perception, landscape value perception. 4) Farmers' economic value perception and farmers' income from planting, including the following four dimensions: economic value perception, public security value perception, public basic value perception, landscape value perception and so on. The change of living expenses is positively correlated with the change of non-agricultural income; the value perception of farmers' public security is highly positively correlated with the changes of employment security, life security and basic services; the farmers' public basic value perception and infrastructure are highly positive correlation. Travel convenience, children's education, farmers' landscape value perception and cleanliness and freshness were positively correlated. The farmers' perception has a positive effect on the will of the land-expropriated farmers. The main influencing factor is economic value perception. The second is public security value perception. Conclusion: farmers' perception clearly affects the will of land-expropriated farmers, so grasping the relationship between the two is conducive to the government to guide the orderly development of non-agricultural circulation, in order to solve the problem of farmers' livelihood. Employment and security issues provide a reference basis.
