【摘要】：改革开放以来,我国国民经济快速发展,人民生活水平不断提高,拥有的汽车数量也在不断增加,由于设计标准较低等原因,许多上世纪八九十年代建成的公路出现了通行承载力不足等问题,急需进行改、扩建等。近年来随着我国公路改扩建工作的进一步推进,涉及自然保护区的改扩建项目与日俱增,这些扩建公路与自然保护区生态环境保护将不可避免的发生冲突。本文首先对公路改建项目生态环境现状调查及影响评价方法和内容进行了理论阐述及探讨,明确了涉及自然保护区的公路改建项目生态环境影响评价的程序、评价主要内容以及评价重点。最后,以道孚至二嘎里(阿坝界)公路改建工程为例,通过搜集大量资料和现场勘察,对评价区域的生态现状进行了调查,并应用生态机理分析法、景观生态学方法、综合指数评价法等方法对评价区域进行了生态环境现状评价以及项目建设和运营期间对沿线可能造成生态环境影响进行了分析、评价,其中重点对评价范围内敏感目标四川省泰宁、玉科自然保护区做了详细的生态环境现状调查与影响评价,并提出了有针对性的保护措施。论文研究表明,涉及自然保护区的公路改建项目建设时如果不采取任何生态环境保护措施,将给区域生态环境造成较大的影响,若采取植被恢复、合理布置临时工程、设置动物通行区域等生态环境保护措施后,其对生态环境影响可降低到较小的程度,表明了生态环境保护措施在涉及自然保护区的公路改建项目中的重要性。论文可为涉及自然保护区的公路改建项目生态影响评价工作提供参考,同时可为公路建设单位以及自然保护区管理部门的工作提供借鉴。
[Abstract]:Since the reform and opening up, the national economy of our country has developed rapidly, the living standard of the people has been continuously improved, and the number of cars owned has also been increasing, due to the low design standards and other reasons. Many highways built in the 1980s and 1990s in 0th century have faced problems such as insufficient carrying capacity and so on, which urgently need to be reformed and expanded. In recent years, with the further development of highway reconstruction and extension work in China, The number of rehabilitation and extension projects involving nature reserves is increasing with each passing day. These extended highways will inevitably conflict with the ecological environment protection of nature reserves. Firstly, this paper expounds and discusses the methods and contents of the investigation and impact evaluation of the ecological environment of highway reconstruction projects. This paper clarifies the procedure, main contents and key points of ecological environmental impact assessment of highway reconstruction project involving nature reserve. Finally, taking the highway reconstruction project from Daofu to Ergali (Aba boundary) as an example, By collecting a large amount of data and on-the-spot investigation, the ecological status of the evaluation area is investigated, and the ecological mechanism analysis method and landscape ecology method are applied. The comprehensive index evaluation method and other methods have carried on the ecological environment present situation evaluation to the appraisal area, and has carried on the analysis to the possible ecological environment influence along the line during the project construction and the operation, has evaluated, Among them, the detailed investigation and impact evaluation of the ecological environment status and impact of the sensitive targets in Taining and Yuke Nature Reserve of Sichuan Province are carried out, and the corresponding protective measures are put forward. In the construction of highway reconstruction projects involving nature reserves, if no ecological environmental protection measures are taken, the ecological environment of the region will be greatly affected. If vegetation restoration is adopted, temporary projects shall be reasonably arranged. After the establishment of ecological environmental protection measures such as animal passing areas, its impact on the ecological environment can be reduced to a lesser extent. This paper shows the importance of ecological environmental protection measures in highway reconstruction projects involving nature reserves. The paper can provide a reference for the ecological impact assessment of highway reconstruction projects involving nature reserves. At the same time, it can provide reference for highway construction units and management departments of nature reserves.
