河南省邓州市空心村整治关键技术研究

【摘要】:在城乡二元结构体制背景下,“空心村”的问题日趋严重,现已发展成为制约我国农村经济社会健康发展的主控因子之一。空心村的出现不仅破坏了农村地域系统、造成土地资源严重浪费,而且还阻碍了我国新型城镇化建设和国家保护耕地红线的战略要求。为此,农村空心化程度综合评价与空心村土地整治潜力评估技术研究,有利于推进千万村农村土地整治工程,有利于改善村庄人居环境,有利于促进农业走向规模经营,有利于推进新农村建设和美丽乡村建设。本文基于“十二五”国家科技支撑计划课题,选取平原农区河南省邓州市为研究对象,遵循“理论到实证”,、“宏观到微观”相结合的研究思路。通过对国内外研究现状进行梳理,借鉴有益的村庄土地整治经验,对“空心村”的相关概念进行界定、“空心村”的演进机制、形成原因进行剖析。针对空心村的典型特征以及对我国农村发展带来的影响进行深入分析,结合GF-2号卫星遥感影像数据及实地调研数据进行研究区自然、社会、经济发展现状分析,并对邓州市2000年到2015年的土地利用变化及景观格局演变进行分析,之后基于GF-2号卫星遥感影像数据和空心村分类体系来完成研究区空心村土地利用分类,在此基础上综合各影响因子进行空心村土地适宜性评价。本研究重点对农村空心化程度综合评价与分层抽样技术、空心村土地整治潜力评估技术以及空心村空间格局演变情景模拟技术进行深入研究,农村空心化程度综合评价技术是通过构建省、县、乡(镇)三种空间尺度的农村空心化程度综合评价指标体系,并将不同尺度的农村空心化程度进行定等分级,从而实现不同空间尺度的农村空心化程度地域分区及可视化表达。本研究将空心村整治潜力评估分为理论整治潜力和现实整治潜力两个方面进行评估。空心村演变模拟方案主要有:无保护方案、耕地红线保护方案、水资源保护方案、古建筑文物保护方案、生态保护方案、综合保护方案等6个不同情景。最终,提出研究区典型村庄的整治方案,并针对我国空心村整治存在问题和如何整治提出一些对策和建议。
[Abstract]:Under the background of urban-rural dual structure system, the problem of "hollow village" is becoming more and more serious, which has become one of the main controlling factors that restrict the healthy development of rural economy and society in our country. It causes serious waste of land resources, and also hinders the strategic requirements of new urbanization construction and national protection of cultivated land red line. Therefore, the comprehensive evaluation of rural hollowing degree and the evaluation technology of hollow village land remediation potential are studied. It is conducive to the promotion of the rural land renovation project in thousands of villages, to the improvement of the living environment in villages, and to the promotion of agriculture to scale management. It is beneficial to promote the construction of new countryside and beautiful countryside. Based on the national science and technology support plan of the 12th Five-Year Plan, this paper selects Dengzhou City, Henan Province, as the research object. Following the research ideas of "theory to demonstration" and "macro to micro". Through combing the current research situation at home and abroad, we can learn from the beneficial experience of land regulation in villages. This paper defines the related concepts of "hollow village", analyzes the evolution mechanism of "hollow village" and the reasons for its formation, and analyzes the typical characteristics of hollow village and the impact on the rural development of our country. Combined with GF-2 satellite remote sensing image data and field investigation data, the present situation of natural, social and economic development in the research area is analyzed, and the land use change and landscape pattern evolution from 2000 to 2015 in Dengzhou City are analyzed. Then, based on the remote sensing image data of GF-2 satellite and the classification system of hollow villages, the land use classification of hollow villages in the research area was completed. On the basis of this, comprehensive evaluation of the land suitability of hollow villages is carried out by synthesizing various factors. This study focuses on the comprehensive evaluation of hollowing degree in rural areas and stratified sampling technology. The evaluation technology of hollow village land renovation potential and the scene simulation technology of hollow village spatial pattern evolution are studied in depth. The comprehensive evaluation technology of rural hollowing degree is based on the construction of province and county. The comprehensive evaluation index system of rural hollowing degree on three spatial scales of township (town), and classifying the degree of rural hollowing on different scales, In order to achieve different spatial scale of rural hollowing degree of regional division and visual expression. This study divided the evaluation of hollow village renovation potential into two aspects: theoretical regulation potential and practical regulation potential evaluation. Variable simulation schemes mainly include: unprotected schemes, There are six different scenarios, such as the red line protection scheme of cultivated land, the water resources protection scheme, the heritage conservation scheme of ancient buildings, the ecological protection scheme and the comprehensive protection scheme. Finally, the remediation scheme of typical villages in the study area is put forward. Some countermeasures and suggestions are put forward in view of the existing problems and how to renovate the hollow villages in our country.
