资源型城市脆弱性评价及防范研究

【摘要】：目前,全国环境变化人文因素计划(IHDP)已经把城市系统脆弱性研究列为一项重要研究内容,并明确指出对典型城市的脆弱性进行研究具有重要的理论和现实意义。资源型城市是一类为我国国民经济发展提供重要矿产资源的特殊城市,一直都受到国家扶持政策和资金的大力支持,2013年国务院印发的《全国资源型城市可持续发展规划(2013-2020年)》,指出推进我国262个资源型城市可持续发展是我国现代化建设进程中的重大战略问题,资源型城市可持续发展对我国能源资源安全、经济结构转变、新型工业化和城镇化建设的推进以及资源节约和环境友好型社会建设都具有重要意义。但是,目前我国资源型城市大多都面临着自然资源枯竭,经济转型困难,生态环境遭到破坏,社会发展缓慢就业问题突出等问题,这些因素的干扰在很大程度上制约着我国资源型城市的可持续发展。因此,探究资源型城市脆弱性问题具有重要的理论参考价值和现实指导意义。本文基于脆弱性、资源型城市生命周期、景观生态学、能源增长极等多个学科理论,综合运用数理统计、熵值法、层次分析法、集对分析法以及综合指数法等多种量化技术,采用定性描述与定量分析相结合,理论分析与实证研究相结合的研究方法对资源型城市脆弱性进行研究。首先,介绍了资源型城市脆弱性研究背景,梳理了国内外资源型城市脆弱性相关研究,设计了技术路线图,并对相关概念和理论支撑进行了分析说明;其次,分析了资源型城市脆弱性现状,揭示了资源型城市在经济发展、社会发展、生态环境建设和资源开发利用等方面存在问题,剖析了资源型城市脆弱性起干扰作用的暴露-敏感性和弹性-适应性影响因素;再次,设计了资源型城市脆弱性评价指标体系(包含3层35个具体指标),构建了基于集对分析法和综合指数法的资源型城市脆弱性评价模型,对我国30个典型资源型城市脆弱性进行评价,并对评价结果进行了分析说明;最后,从促进和加快经济转型、保障和维护社会发展、修复和重建生态环境、合理利用自然资源等方面为资源型城市调控脆弱性提出具体途径。
[Abstract]:At present, IHDP has listed the study of vulnerability of urban system as an important research content, and points out that it is of great theoretical and practical significance to study the vulnerability of typical cities.Resource-based cities are special cities that provide important mineral resources for the development of our national economy.It has always been strongly supported by the state support policy and funds. The National Plan for Sustainable Development of Resource-based cities (2013-2020), issued by the State Council in 2013, points out that promoting the sustainable development of 262 resource-based cities in China is the modernization of our country.Key strategic issues in the establishment process,The sustainable development of resource-based cities is of great significance to the security of energy and resources, the transformation of economic structure, the promotion of new industrialization and urbanization, and the construction of resource-saving and environment-friendly society.However, at present, most of the resource-based cities in China are faced with problems such as the depletion of natural resources, the difficulty of economic transformation, the destruction of the ecological environment, and the prominent problem of slow social development and employment.To a great extent, these factors restrict the sustainable development of resource-based cities in China.Therefore, exploring the vulnerability of resource-based cities has important theoretical reference value and practical guiding significance.Based on the theories of vulnerability, life cycle of resource-based cities, landscape ecology, energy growth pole, and so on, this paper synthetically applies many quantitative techniques, such as mathematical statistics, entropy method, analytic hierarchy process, set pair analysis method and comprehensive index method, etc.The vulnerability of resource-based cities is studied by combining qualitative description with quantitative analysis, theoretical analysis and empirical research.Firstly, it introduces the background of resource-based city vulnerability research, combs the domestic and foreign resource-based city vulnerability related research, designs the technical roadmap, and analyzes the related concepts and theoretical support.This paper analyzes the present situation of the vulnerability of resource-based cities, and reveals the existing problems of resource-based cities in the aspects of economic development, social development, ecological environment construction and resource exploitation and utilization.The factors influencing vulnerability of resource-based cities, such as exposure sensitivity and flexibility adaptability, are analyzed. Thirdly,The vulnerability evaluation index system of resource-based cities is designed, which includes 35 indexes of three layers, and a vulnerability assessment model of resource-based cities based on set pair analysis method and comprehensive index method is constructed.The vulnerability of 30 typical resource-based cities in China is evaluated, and the evaluation results are analyzed and explained. Finally, from promoting and speeding up the economic transformation, ensuring and maintaining social development, repairing and rebuilding the ecological environment,Rational use of natural resources and other aspects for the regulation of vulnerability of resource-based cities put forward specific ways.
