【摘要】：关于历史街区的保护与更新的研究,国际上开始于20世纪60年代,我国则始于20世纪80年代。近30年来,我国的历史街区保护在理论和实践上都取得了一定的成就,然而大量的研究却都集中在了前期的保护与更新规划设计方面,关于历史街区保护与更新实施后结果的评价却相对较少。当一段工作结束,如果要考虑其做得怎样,是否达到了预期效果,就需要对其进行评价。对于历史街区的保护与更新工作来讲同样如此。劈柴院街区是位于青岛中山路历史街区北侧,是中山路历史街区内的重要的历史遗存,作为曾经的“大众游乐场”,与中山路一起见证了青岛近百年来的风雨变迁。然而,随着时代的变迁,中山路历史街区同样也面临着保护与发展严峻挑战。2008年青岛市政府以劈柴院街区为试点,对其进了保护与更新,以期恢复往日风采,拉动中山路历史街区的经济活力。然而劈柴院街区的保护与更新是否达到了规划的目的,保护与更新内容以及方法等是否科学合理,就需要对其进行一个针对性的评价,并在此基础上形成相关信息的反馈,总结与借鉴保护与更新中的经验与教训,从而使历史街区的保护与更新的工作进入一个良性循环。本文在对历史街区保护与更新及其后评价理论有了基本认识之后,以定性与定量相结合的方法对劈柴院街区进行了评价。首先,运用德尔菲法和层次分析法从劈柴院的经济效益、社会效益以及历史环境保护三个方面进行了评价,得出一个“优”“中”“差”的等级判断,之后再选取其中的“优”、“差”两级,以实地调研、调查问卷与访谈的方法重点进行调查研究,以期发现问题,总结成功的经验与不足,为青岛乃至其他地区的历史街区保护与更新提供借鉴。
[Abstract]:The research on the protection and renewal of historic blocks began in the 1960s in the world, and in China in the 1980s. In the past 30 years, some achievements have been made in the theory and practice of historic block protection in our country. However, a large number of researches have focused on the protection and renewal planning and design of the early stage. However, the evaluation of the results after the implementation of the protection and renewal of historic blocks is relatively few. When a section of work is completed, it needs to be evaluated if it is done and whether it has achieved the desired results. The same is true for the preservation and renewal of historic blocks. Xiongchaiyuan block is located on the north side of the historical block of Zhongshan Road, Qingdao, and is an important historical relic in the historical block of Zhongshan Road. As a "popular playground", it has witnessed the vicissitudes of Qingdao in the past hundred years together with Zhongshan Road. However, along with the change of times, the historic district of Zhongshan Road also faces the severe challenge of protection and development. In 2008, Qingdao municipal government took the block of chopping firewood as a pilot and put it into protection and renewal in order to restore its former style. However, whether the protection and renewal of the block has achieved the purpose of planning, whether the contents and methods of protection and renewal are scientific and reasonable, it is necessary to carry out a targeted evaluation on the protection and renewal of the block, and on this basis to form the feedback of relevant information. This paper summarizes and draws lessons from the experiences and lessons of conservation and renewal so as to make the protection and renewal of historical blocks into a virtuous circle. After a basic understanding of the protection and renewal of historical blocks and the theory of post-evaluation, this paper evaluates the block of Xixaiyuan by combining qualitative and quantitative methods. First of all, using Delphi method and Analytic hierarchy process (AHP) to evaluate the economic benefit, social benefit and historical environment protection of the wood-chopping hospital, a grade judgment of "bad" in "excellent" is obtained. Then select the "excellent" and "poor", and focus on the methods of field investigation, questionnaire and interview, in order to find out the problems, sum up the successful experiences and shortcomings. It provides reference for the protection and renewal of historical blocks in Qingdao and other areas.
