东山岛虎山公园防灾避险景观规划

【摘要】：近年来,地震灾害、海啸、火灾等等自然或者人为灾难不断的在提醒我们,平静的生活环境并不如我们想象的那么安全,突发事情发生频率增加,这些事件让我们感受到人类在灾害面前的脆弱和无助,保持良好的应急意识,拥有安全的逃生避难场所,是对每一个城市居民的生活保障,因此,引发了社会各界对城市防灾避险建设的广泛关注,与防灾避险公园相关的研究也随之成为热点。国内关于防灾避险公园的研究还处于初级阶段,优秀的防灾公园案例在全国范围内依旧很少,值得相关专业人员去研究和探讨。目前国内专家学者在对城市防灾避险绿地系统规划方向有不少研究,但对于防灾公园的改造也只是集中在对大城市(如北京、武汉、天津、成都等),缺乏对中小城市防灾公园的关注。因此,对现有县级城市综合公园进行防灾避险改造,并从中寻求科学的防灾公园规划方法,为以后以后城市建设发展提供有效的理论指导,方便将防灾避险公园的规划设计理念普及到城市每个角落。本文首先探讨了城市防灾公园规划设计的防灾避险功能、体系构建和设计要点,认为作为具有平时生活游憩和灾时救护避难功能的城市综合公园,在对其改造时,要与城市整体防灾减灾系统紧密结合,并在保证其场地安全的前提下,对空间布局、疏散道路、防灾设施、植物搭配上进行合理规划设计。其次,通过对国内外优秀防灾公园的范例进行研究,总结出城市公园进行防灾化改造的方法与意义。我们可以从案例的总体规划、通道规划、应急设施设置方面获得先进和成熟的经验。在防灾公园的规划设计中,坚持以人为本,从细节上保证防灾公园在平灾转换中既满足居民生活游憩的功能,又能为城市的防灾减灾提供高效的避难救护功能。最后,笔者以东山岛虎山公园防灾避险景观规划设计作为实践,探讨公园防灾避险规划的方法和意义。在分析东山岛的人工与自然环境,从防灾避险的角度对虎山公园现状进行分析后,结合相关理论,从防灾公园的场地布局、通道规划、应急设施设计、植物设计这几个方面进行防灾避险改造,通过改造完善东山岛城市公园整体防灾减灾体系,提高了虎山公园的减灾防灾能力。提出改造中遇到的一些问题,以期对日后的公园防灾建设能提供一些帮助。综上所述,防灾公园规划设计研究虽然还处于初级理论阶段,但它是需要从多方面来分析研究的复杂课题,而且也具有非常强的实用性。笔者从理论研究出发,再通过理论进行调研分析,最后将结论运用到实践中,用实际项目检验理论。并提出了相应的规划改造建议,具有一定的现实指导意义。
[Abstract]:In recent years, natural or man-made disasters, such as earthquakes, tsunamis, fires, etc, have constantly reminded us that a peaceful living environment is not as safe as we think, and that emergencies occur more frequently. These events allow us to feel the vulnerability and helplessness of mankind in the face of disasters, to maintain a good sense of emergency, to have safe places to escape and to take refuge, is to ensure the life of every city resident, so, It has aroused widespread concern about the construction of urban disaster prevention and shelter, and the research related to disaster prevention and shelter park has become a hot spot. The research on disaster prevention and shelter parks in China is still in the primary stage, and excellent disaster prevention park cases are still few in the whole country, which is worthy of the relevant professionals to study and discuss. At present, domestic experts and scholars have done a lot of research on the planning direction of urban disaster prevention and avoidance green space system, but the transformation of disaster prevention parks is also concentrated on large cities (such as Beijing, Wuhan, Tianjin, etc.). Chengdu et al., lack of attention to disaster prevention parks in small and medium-sized cities. Therefore, the existing county-level urban comprehensive parks should be reformed for disaster prevention and risk avoidance, and scientific planning methods of disaster prevention parks should be sought to provide effective theoretical guidance for the future urban construction and development. It is convenient to popularize the planning and design concept of disaster prevention park to every corner of the city. This paper first discusses the function, system construction and design essentials of urban disaster prevention park planning and design. It is considered that as a city comprehensive park, which has the functions of daily life, recreation and rescue and refuge in times of disaster, when it is reformed, It is necessary to combine closely with the whole urban disaster prevention and mitigation system and to plan and design reasonably the space layout, evacuation road, disaster prevention facilities and plant collocation on the premise of ensuring the safety of its site. Secondly, by studying the excellent disaster prevention parks at home and abroad, the paper summarizes the methods and significance of urban parks' disaster prevention and transformation. We can gain advanced and mature experience in case planning, channel planning, emergency facility setup. In the planning and design of disaster prevention parks, we should adhere to the people-oriented approach and ensure in detail that the disaster prevention parks can not only meet the recreational functions of residents but also provide an efficient shelter and rescue function for urban disaster prevention and mitigation. Finally, the author takes the landscape planning and design of disaster prevention and shelter in Hushan Park of Dongshan Island as practice, and probes into the method and significance of disaster prevention and hedge planning of park. After analyzing the artificial and natural environment of Dongshan Island and analyzing the present situation of Hushan Park from the point of view of disaster prevention and avoiding risks, combining with relevant theories, from the site layout, channel planning, emergency facility design of disaster prevention park, Plant design in these aspects of disaster prevention and risk avoidance transformation, through the improvement of Dongshan Island City Park overall disaster prevention and mitigation system, improve the ability of disaster mitigation and prevention of Hushan Park. Some problems encountered in the reconstruction are put forward in order to provide some help for the construction of park disaster prevention in the future. To sum up, although the study of disaster prevention park planning and design is still in the primary theoretical stage, it is a complex subject that needs to be analyzed and studied from many aspects, and it also has very strong practicability. The author starts from the theoretical research, then carries on the investigation and analysis through the theory, finally applies the conclusion to the practice, uses the actual item to test the theory. And put forward the corresponding planning and transformation suggestions, which has a certain practical significance.
