军粮城北站绿化项目施工进度管理状况及影响因素分析

【摘要】:随着城市的快速发展,园林景观成为城市重要的基础设施。城市园林行业间的竞争越来越激烈,推行积极有效的管理控制和降低成本,才能促进企业向前发展。然而园林项目的进度管理水平相对较低,重视程度不够,方法单一,项目延期现象严重,从而导致项目工期超长,人工机械费用激增,本来利润丰厚的项目结算时却没有经济效益。因此现阶段园林行业的短板就在于进度管理。本文通过分析军粮城北站绿化项目施工进度管理现状,找出存在的主要问题。通过研究影响该项目进度的因素,找出关键因素,并提出该项目进度管理的对策建议。这对于提高园林项目进度管理水平,建立进度控制的主要思路和管理措施,增强园林项目施工建设能力,提高园林企业在行业间的竞争力具有重大的意义。本文从进度管理的一般理论来进行展开,介绍了进度管理的概念、内涵以及方法步骤等,结合城市园林行业发展的实际情况和园林项目的特殊性。研究发现城市园林项目自身的材料选择、工艺的差异、质量要求、服务对象的要求和实施的工期都对进度管理有一定的影响。通过对军粮城北站绿化项目施工现状进行分析总结,分析其项目实施前后存在的问题,再运用挣值法对该项目进度和成本情况进行分析评价和进度偏差预测。在调整进度方案后,对压缩工期的成本研究对比,发现项目进度管理中出现的问题。通过分析发现在该项目进度管理中,工期安排欠科学、计划施行困难,反应延迟、项目成本增加、参建单位沟通不利、利益相关方高压五项问题比较大,分别体现在施工单位自身项目进度管理、相关单位项目进度管理方面。本文对军粮城北站绿化项目施工进度管理影响因素做出了深入研究。在对项目进度管理影响因素识别时,从施工单位内部、利益相关方以及风险三方面来对影响因素进行合理定位和深层挖掘。采用决策试验与评价实验室法分析各影响因素相互间的特定关系,确定初始化直接影响矩阵和综合矩阵,找到影响项目进度管理的直接因素。其分别为管理者水平、施工材料机械设备、建设单位、施工成本、设计单位,施工质量、监理单位、其他相关单位、施工方案、施工环境、可抗风险、不可抗风险。在此基础上,构造项目进度管理影响因素的有向图,建立直接影响矩阵以及综合影响矩阵,绘制因果关系图,分析各影响因素的因果关系。通过计算得出该项目进度影响关键因素,按照原因度由大到小排序依次为管理者水平、建设单位管理和协调、相关职能部门干预和监理单位监管。本文提出了城市园林项目进度管控的基本思路,针对军粮城北站绿化项目施工阶段关键影响因素,按其形成原因提出加强对关键因素的控制,分别为提升管理者水平、加强建设单位管理和协调、加强监理单位监管,并提出组织、协调、技术方面的相应进度管理保障措施等对策建议予以控制。
[Abstract]:With the rapid development of the city, landscape architecture has become an important infrastructure in the city. The competition between urban garden industry is becoming more and more fierce. Only by implementing active and effective management control and reducing cost can the enterprises develop forward. However, the level of schedule management of garden project is relatively low, the degree of attention is not enough, the method is single, the phenomenon of project extension is serious, which leads to the project duration being overlong and the cost of artificial machinery soaring. There is no economic benefit when a profitable project is settled. Therefore, the short board of garden industry at present lies in schedule management. Based on the analysis of the current situation of construction schedule management of the greening project of military grain north station, the main problems are found out in this paper. By studying the factors affecting the progress of the project, the key factors are found out, and the countermeasures and suggestions for the project schedule management are put forward. It is of great significance to improve the management level of garden project, to establish the main ideas and management measures of progress control, to strengthen the construction ability of garden project, and to improve the competitiveness of garden enterprise in the industry. Based on the general theory of schedule management, this paper introduces the concept, connotation and method steps of schedule management, combining with the actual situation of the development of urban garden industry and the particularity of garden project. It is found that the choice of materials, the difference of technology, the requirement of quality, the requirement of service object and the duration of implementation of urban garden project have certain influence on schedule management. Through the analysis and summary of the present situation of the construction of the greening project of the military grain north station, the existing problems before and after the implementation of the project are analyzed, and then the progress and cost of the project are analyzed and evaluated by the earned value method and the schedule deviation is forecasted. After adjusting the schedule, the paper compares the cost of the compressed schedule and finds out the problems in the project schedule management. Through analysis, it is found that in the project schedule management, the schedule arrangement is not scientific, the plan implementation is difficult, the response is delayed, the project cost is increased, the communication between the participating units is unfavorable, and the stakeholders' high pressure is relatively large. Respectively reflected in the construction unit's own project schedule management, related units project schedule management. This paper makes an in-depth study on the factors affecting the construction schedule management of the military grain north station greening project. In the process of identifying the influencing factors of project schedule management, reasonable positioning and deep excavation of the influencing factors are carried out from three aspects of the construction unit, the stakeholders and the risk. The decision test and evaluation laboratory method is used to analyze the specific relationship between the influencing factors, to determine the initialization direct impact matrix and synthesis matrix, and to find out the direct factors that affect the project schedule management. They are management level, construction materials, machinery and equipment, construction unit, construction cost, design unit, construction quality, supervision unit, other relevant units, construction plan, construction environment, resistant to risk, non-resistant to risk. On this basis, the directed graph of the influencing factors of project schedule management is constructed, the direct influence matrix and the comprehensive influence matrix are established, the causality diagram is drawn, and the causality of each influencing factor is analyzed. By calculating the key factors affecting the progress of the project, according to the degree of reasons from large to small order is the level of managers, construction unit management and coordination, relevant functional departments intervention and supervision of supervision units. This paper puts forward the basic idea of urban garden project schedule control, aiming at the key influencing factors in the construction stage of military grain north station greening project, according to its forming reason, the paper puts forward to strengthen the control of key factors, which is to improve the management level, respectively. Strengthen the management and coordination of construction units, strengthen supervision of supervision units, and put forward the organization, coordination, technical aspects of the corresponding progress management safeguards and other countermeasures and suggestions to control.
