山东疫苗案公共危机传播研究

【摘要】：我国正处于社会整体转型与风险社会的双重背景下,各个领域的突发性公共事件日渐增多,如何应对频发的公共危机成为这个社会不可回避的话题。传播对公共危机的发展起着至关重要的作用,2003年“非典”危机以来,公共危机传播研究逐渐受到国内学术界的重视。然而公共危机传播是一个现实性很强的问题,其研究只有与时俱进,才能更具有实践意义。本文以2016年引发社会高度关注的山东疫苗案为例,运用案例分析法和内容分析法,对山东疫苗案公共危机传播中的政府、媒体和公众三个基本要素进行了深入剖析。研究发现,由于技术和思想层面的原因,政府在这次公共危机的紧急应对中出现的主要问题有:对涉案疫苗的安全性回应缺失、信息回应被动、信息回应态度敷衍。主流媒体和自媒体对此次公共危机的传播,在内容、态度、表达方式和运营理念上表现出很大的差异性,两类媒体对山东疫苗案的发展均产生了正负影响。在山东疫苗案公共危机传播中,公众对官方信息有着明显的对抗式解读倾向,其最大的信息需求为安全性需求,公众在多层动机的驱使下,主动传播了大量危机信息,在这一过程中,公众表现出信息辨别能力差的特点。山东疫苗案公共危机传播所呈现的特征,是政府、媒体和公众共同作用的结果。本文最后,从政府公共危机管理水平的提高、媒体传播负效果的规避、公众理性的形成这三个方面对山东疫苗案公共危机传播进行了反思,总结了相关经验。
[Abstract]:Our country is in the dual background of social transformation and risk society, the sudden public events in various fields are increasing day by day. How to deal with the frequent public crisis has become an unavoidable topic in this society. Communication plays a vital role in the development of public crisis, since the "SARS" crisis in 2003. The study of public crisis communication has been paid more and more attention by the domestic academic circles. However, the public crisis communication is a very practical issue, and its research only keeps pace with the times. This paper takes the Shandong vaccine case which aroused the high attention of the society in 2016 as an example, uses the case analysis method and the content analysis method, to the Shandong vaccine case public crisis transmission government. The three basic elements of the media and the public are deeply analyzed. The main problems of the government in the emergency response to the public crisis are the lack of safety response to the vaccine involved and the passive response of the information. Information response attitude perfunctory. Mainstream media and self-media on the dissemination of the public crisis, in terms of content, attitude, expression and operational concepts show great differences. Both types of media have a positive and negative impact on the development of vaccine cases in Shandong Province. In the spread of public crisis in Shandong vaccine cases, the public has a clear tendency to interpret official information in a confrontational manner. The most important information requirement is security. Driven by multi-level motivation, the public actively spread a large number of crisis information in the process. The characteristics of public crisis communication in Shandong vaccine case are the result of the joint action of the government, the media and the public. From the three aspects of improving the level of government public crisis management, evading the negative effect of media communication and forming public rationality, this paper rethinks the public crisis communication of Shandong vaccine case, and summarizes the relevant experience.
