科技成果信息发布风险管理策略

【摘要】：国家高度重视科技成果信息发布工作,但实践中存在信息发布合法性、科技成果权属确定、科技成果信息发布侵权责任等风险,制约了科技成果信息发布的效果与效率。文章在深入讨论科技成果信息发布的风险成因的基础上,从科技成果信息平台政策制定、能力建设、注意义务履行、相关制度建立等方面提出风险管理的策略。
[Abstract]:The state attaches great importance to the publication of scientific and technological achievements, but in practice there are some risks, such as the legitimacy of information release, the right of ownership of scientific and technological achievements, and the tort liability of scientific and technological achievements, which restrict the effectiveness and efficiency of the publication of scientific and technological achievements.On the basis of deeply discussing the risk causes of the information release of scientific and technological achievements, this paper puts forward the strategies of risk management from the aspects of policy making, capacity building, paying attention to the fulfillment of obligations and the establishment of relevant systems.
