【摘要】：近年来随着内蒙古畜牧业经济的不断发展,政府在动物疫病防控方面取得诸多成绩,各级兽医主管单位及动物疫病防控机构也在不断加强对于各类动物疫病的防控力度,保障了地区畜牧业的稳定发展和人民群众的安全健康。须指出的是,目前动物疫病防控形势依然严峻,仍面临诸多问题,防控理念、制度以及技术手段、人员队伍建设等方面与世界发达国家仍有一定差距,加强动物疫病防控研究尤其是涉及公共管理方面的理论研究和实践研究,具有重要意义。本文结合本人在内蒙古动物疫病预防控制中心实际工作,对内蒙古动物疫病防控的现状进行调查研究,探讨了内蒙古动物疫病防控存在的问题及原因,总结了国内外动物疫病防控的做法和经验,提出了完善内蒙古动物疫病防控的对策建议。本文绪论主要阐述了论文的研究背景和选题意义,第一章对动物疫病防控的相关概念及理论进行了阐述,第二章分析了内蒙古动物疫病防控的现状,第三章探讨了内蒙古动物疫病防控存在的问题及其原因,第四章总结了发达国家在动物疫病防控方面所取得的经验成果,第五章提出了完善内蒙古动物疫病防控的对策措施。
[Abstract]:In recent years, with the continuous development of animal husbandry economy in Inner Mongolia, the government has made many achievements in animal epidemic prevention and control. Veterinary units at all levels and animal epidemic prevention and control agencies are also constantly strengthening the prevention and control of various animal epidemics. It has guaranteed the stable development of regional animal husbandry and the safety and health of the people. It should be pointed out that at present, the situation of animal epidemic prevention and control is still grim and still faces many problems. There is still a certain gap between the concept of prevention and control, the system and the technical means, and the construction of personnel, as compared with the developed countries in the world. It is of great significance to strengthen the research on animal epidemic prevention and control, especially the theoretical and practical research on public administration. Based on my actual work in Inner Mongolia Animal epidemic Prevention and Control Center, this paper investigates and studies the present situation of animal epidemic prevention and control in Inner Mongolia, and probes into the existing problems and causes of prevention and control of animal epidemic disease in Inner Mongolia. This paper summarizes the methods and experiences of animal epidemic prevention and control at home and abroad, and puts forward the countermeasures and suggestions to improve the prevention and control of animal epidemic disease in Inner Mongolia. In the first chapter, the related concepts and theories of animal epidemic disease prevention and control are expounded. In the second chapter, the current situation of animal epidemic disease prevention and control in Inner Mongolia is analyzed. The third chapter discusses the problems and causes of the prevention and control of animal epidemic disease in Inner Mongolia, the fourth chapter summarizes the experience of the developed countries in the prevention and control of animal epidemic disease, and the fifth chapter puts forward the countermeasures to improve the prevention and control of animal epidemic disease in Inner Mongolia.
