甘南藏区农牧民合作社发展研究

【摘要】：发展农民合作社是创新农业生产经营组织的重要途径,也是发展现代农业、进一步增强农村发展活力的必然要求。2013年国家中央一号文件强调农民合作社是带动农户进入市场的基本主体,是发展农村集体经济的新型实体,也是创新农村社会管理的有效载体。随着国家对“三农”问题的重视,农民合作社作为一种互助性经济组织,在农村中发挥的作用已不仅仅局限于经济领域,还在农村的政治、文化、社会等各个领域扮演着重要角色。发展农民合作社对于建立和完善与生产力相适应的现代农业经营制度具有重要意义。自2004年开始,中央连续出台10个“一号文件”,明确提出一系列支持农民合作社发展的政策措施,也使得扶持合作社发展成为共识。农民合作社作为解决“三农”问题的切入点,自2007年《中华人民共和国农民专业合作社法》实施以来在全国范围内得到了迅速推行和发展。甘南藏区的农牧民合作社是在生态环境恶化的倒逼、相对匮乏的物质生活资料、传统农耕文化的影响以及欠发达地区的政策导向下成长起来的。目前已经形成其独特的产业特征和发展模式,示范社的建设也稳中有增。随着农民合作社从横向合作向纵向合作深化,其功能也从单一功能向多种功能拓展,对于应对市场失灵、政府失灵和创新农村社会管理具有重要意义。从帕森斯的结构功能主义AGIL模型出发,将甘南藏区农牧民合作社在经济、政治、社会、文化方面的功能与其适应、目标达成、整合、维模功能模块相对应进行分析。研究表明,甘南藏区农牧民合作社在经济方面发挥着防范市场风险,整合要素资源、实现外部规模经营,转变农牧业生产经营方式的适应功能;在政治上带动农牧民政治参与、有效应对政府失灵,满足农牧民利益诉求、促进农牧民权益保障,实现了目标达成功能;在社会共同体系统中起到了创新农村社会管理、重构乡村社会秩序,减轻弱势群体的边缘化程度的整合功能;在文化模式托管系统中发挥着促进草场保护、提高农牧民生态环境保护意识,传承民族文化、促进乡风文明建设的潜在模式维系功能。但仍然存在政府角色定位不明确、合作社发展异化、公共产品供给不足、利益分化明显、乡村社会信任缺失等功能障碍,这就需要处理好政府与农民合作社以及农民之间的关系,实现国家与乡村社会发展的利益整合。
[Abstract]:The development of peasant cooperatives is an important way to innovate agricultural production and management organizations, and also to develop modern agriculture. The first document of the State Central Committee in 2013 emphasized that farmers' cooperatives are the basic main body that drives farmers to enter the market and a new type of entity for the development of the rural collective economy. It is also an effective carrier for innovating rural social management. With the state's attention to the issue of "agriculture, countryside and farmers", as a mutual economic organization, farmers' cooperatives play a role not only in the economic field, but also in the politics and culture of the countryside. Society and other fields play an important role. The development of peasant cooperatives is of great significance to the establishment and improvement of modern agricultural management system adapted to productive forces. Since 2004, the Central Committee has issued 10 "No. 1 documents" in succession, which clearly put forward a series of policies and measures to support the development of farmers' cooperatives, which also make it a common understanding to support the development of cooperatives. As a starting point to solve the problem of "three rural areas", farmers' cooperatives have been carried out and developed rapidly in the whole country since the implementation of the Law of the people's Republic of China on Farmers' specialized Cooperatives in 2007. The farmers and herdsmen cooperatives in Gannan Tibetan area grew up under the influence of the deterioration of the ecological environment, the relative lack of material means of livelihood, the influence of traditional farming culture and the policy guidance of the less developed areas. At present, its unique industrial characteristics and development model have been formed, and the construction of demonstration cooperatives has also increased steadily. With the deepening of peasant cooperative from horizontal cooperation to vertical cooperation, its function is expanded from a single function to a variety of functions. It is of great significance to deal with market failure, government failure and innovation of rural social management. Based on Parsons' structural functionalism AGIL model, this paper analyzes the economic, political, social and cultural functions of farmers and herdsmen cooperatives in Gannan Tibetan region and their adaptation, goal achievement, integration and functional modules. The study shows that agricultural and herdsman cooperatives in Gannan Tibetan region play an adaptive role in preventing market risks, integrating factor resources, realizing external scale management, changing agricultural and animal husbandry production and management mode, and promoting farmers and herdsmen's political participation in politics. Effectively deal with the failure of the government, meet the interests of farmers and herdsmen, promote the rights and interests of farmers and herdsmen, achieve the function of achieving goals; in the social community system, it has played an innovative role in rural social management, reconstruction of rural social order, The integration function of reducing the marginalization of the vulnerable groups plays a role in promoting grassland protection, raising the ecological environmental protection consciousness of farmers and herdsmen, inheriting national culture and promoting the construction of rural civilization in the cultural model trust system. However, there are still some functional obstacles, such as unclear positioning of government role, alienation of cooperative development, insufficient supply of public goods, obvious differentiation of interests, lack of trust in rural society, etc. Therefore, it is necessary to deal with the relationship between the government and the farmers' co-operatives, and to realize the integration of the interests of the country and the rural society.
