湖南省双牌县基层兽医管理体制改革的现状调查及探讨

【摘要】：本文以双牌县及县级以下兽医管理体系为研究目标进行研究,通过查阅文献资料、发放问卷调查及进行走访调研等方式展开调查。其中,以查阅档案资料和对离退休干部走访等方式,理清了双牌县兽医管理机构的历史沿革；以发放调查问卷及电话访谈等形式获得了双牌县从事兽医管理人员的现状资料；以分析统计资料和基础数据了解双牌县畜牧养殖业发展情况。通过上述资料汇总分析,发现其中存在许多问题：(1)在双牌县兽医管理体系中编制人员逐年减少、基层服务人员短缺、动物防疫业务职能弱化及诊疗服务技术人员紧缺等问题凸显；(2)在双牌县动物防疫体系建设中职权改革不明朗、人员结构不合理、进人渠道不顺畅、工作职能不明确及工作精力不集中等矛盾突出,加之该县村级动物防疫队伍建设尚待完善,严重制约该县重大动物疫病防控工作的开展；(3)双牌县畜牧养殖发展中养殖生产资金的筹措渠道少、动物疫病防控隐患过大、养殖污染亟待治理、产业化经营水平低等问题有待一个完善的兽医管理体制参与解决。针对上述问题,分析了双牌县兽医管理体系建设存在的差距,并结合双牌县兽医管理体系建设的实际,就解决存在的问题提出了建议并进行了探讨：(1)双牌县当前畜牧养殖业发展应尽快开辟养殖生产资金渠道,严格动物疫病防控责任落实,积极破解养殖污染的难题,拓展养殖产业发展空间,健全畜牧养殖管理体系；(2)双牌县兽医管理体制改革应强化高层调控,进一步简政放权、细化机构分类改革；完善基层队伍建设,建立乡镇畜牧水产技术推广站和动物产品质量监督站并充实县、乡畜牧兽医机构人员；(3)双牌县动物防疫工作改革要积极应对乡镇事业单位机构改革后出现的问题,进一步深化基层动防管理体系职权改革,切实理顺基层动防人员人事管理和进出渠道。
[Abstract]:This paper studies the veterinary management system at Shuangpai County and below the county level as the research target. Through consulting the documents, issuing questionnaires and conducting investigation and investigation, the historical evolution of the veterinary management organization in Shuangpai County is cleared up by means of consulting the archives and visiting retired cadres and so on. Questionnaires and telephone interviews were used to obtain the status data of the veterinarian management in Shuangpai County, and to analyze the development of animal husbandry in Shuangpai County by analyzing the statistical data and basic data. Through the analysis of the above data, it was found that there were many problems: (1) the staffs were reduced year by year in the veterinary management system of Shuangpai County. The shortage of layer service personnel, the weakening of animal epidemic prevention business functions and the shortage of technical personnel in diagnosis and treatment are highlighted. (2) in the construction of animal epidemic prevention system in Shuangpai County, the reform of power and power is not clear, the structure of personnel is not reasonable, the channel is not smooth, the work function is not clear and the work energy is not concentrated, and the village level animal prevention and control in this county The construction of the epidemic team remains to be improved, which seriously restricts the development of the major animal epidemic prevention and control work in this county; (3) the raising channels of raising production funds in the development of animal husbandry in Shuangpai County are few, the hidden dangers of animal epidemic prevention and control are too large, the pollution of breeding is urgently harnessing, and the low level of industrialization needs to be solved by a perfect veterinary management system. In view of the above problems, the existing gap in the construction of veterinary management system in Shuangpai County was analyzed, and combined with the practice of the construction of veterinary management system in Shuangpai County, some suggestions were put forward to solve the existing problems. (1) the development of livestock breeding industry in Shuangpai County should be opened up as soon as possible, and the responsibility for animal epidemic prevention and control should be strict. We should implement it, actively solve the problems of aquaculture pollution, expand the development space of the culture industry, and improve the management system of animal husbandry. (2) the reform of the veterinary management system in Shuangpai County should strengthen the high level regulation, further simplify the decentralization of power, refine the reform of the institutional classification, improve the construction of the grass-roots team, and establish the quality of the animal husbandry and aquatic technology extension station and the quality of the animal products. Monitoring stations and enriching the county and Township animal husbandry and veterinary organizations; (3) the reform of animal epidemic prevention in Shuangpai County should actively respond to the problems arising from the reform of the institutions of township institutions, further deepen the reform of the functions and powers of the grass-roots dynamic defense management system, and effectively straighten out the personnel management and management and access channels at the grass-roots level.
