我国创新药进入医保目录的障碍与对策

【摘要】：目的:为我国创新药能顺利进入医保目录,促进我国医药产业快速发展提供参考。方法:笔者在对国内外创新药进入医保目录的相关管理政策进行研究的基础上,深入剖析我国创新药进入医保目录的政策障碍,并提出相应的改革建议。结果与结论:我国医保政策中存在着医保目录遴选依据不够客观、医保审评专家的遴选机制使审评结果容易受到个人主观意愿的影响、医保目录调出机制缺失、创新药进入医保目录等待时间过长、创新药谈判机制不健全等问题。建议强制要求制药企业提供药物经济学评价的相关数据、增强医保目录审评专家组的独立性和多元化、定期对医保目录中的药物进行二次评价、为创新药进入医保目录开设"绿色通道"、建立全国统一的药品价格谈判机制以及医保信息数据库。
[Abstract]:Objective: to provide a reference for the successful entry of innovative drugs into the catalogue of medical insurance and to promote the rapid development of the pharmaceutical industry in China. Methods: on the basis of the research on the relevant management policies for the entry of innovative drugs into the catalogue of medical insurance at home and abroad, This paper deeply analyzes the policy obstacles of the entry of innovative drugs into the medical insurance catalogue in China, and puts forward corresponding reform proposals. Results and conclusions: the selection basis of the medical insurance catalogue is not objective enough in the medical insurance policy of our country. The selection mechanism of medical insurance review experts makes the results of the review easy to be influenced by the subjective will of individual, the mechanism of medical insurance catalog is absent, and the waiting time for innovative drugs to enter the medical insurance directory is too long. It is suggested that pharmaceutical companies should be required to provide relevant data on the evaluation of pharmacoeconomics, enhance the independence and diversity of the expert group on the review of the health care directory, and conduct regular secondary evaluations of drugs in the medical insurance directory. A "green channel" is set up for innovative drugs to enter the catalogue of medical insurance, and a unified negotiation mechanism of drug price and information database of medical insurance are established.
