基于复杂适应系统理论的执业药师资格准入机制研究

【摘要】：目的建符合我国基本国情的执业药师资格准入机制。方法笔者采用文献研究、问卷调查等方法,分析我国执业药师资格准入现状,并运用CAS理论构建我国执业药师资格准入机制。结果与结论基于CAS理论,对参与执业药师资格准入的8大适应性主体所承担的职能进行分工。其中,8大主体对应职能包括:国家食品药品监督管理总局:宏观调控准入环境;教育部:认证药学院校软硬件;民政部:界定协会权责适度;人社部:审核考试资格;协会:实施具体准入流程;药学院校:学术实践双考核;用人单位:联合院校实践考核;药学生:其他各主体服务对象。最终建立我国资格准入机制的流程图,形成一套具有复杂适应性的执业药师资格准入机制。
[Abstract]:Objective to establish a qualification access mechanism for licensed pharmacists in accordance with the basic national conditions of our country. Methods the present situation of qualification admission of licensed pharmacists in China was analyzed by means of literature research and questionnaire survey, and the qualification admission mechanism of licensed pharmacists in China was constructed by using CAS theory. Results and conclusion based on CAS theory, the functions of the eight adaptive subjects participating in the qualification admission of licensed pharmacists were divided into two groups. Among them, the corresponding functions of the eight main bodies include: the State Administration of Food and Drug Supervision and Administration: macro-control access environment; Ministry of Education: certified pharmaceutical colleges and universities hardware and software; Ministry of Civil Affairs: defining the authority and responsibility of the association; Ministry of Human and Social Affairs: examination qualification; Association: implementation of specific admission process; pharmaceutical colleges and universities: academic practice double assessment; employer: joint college practice assessment; medicine students: other subject service objects. Finally, the flow chart of qualification access mechanism in China is established, and a set of qualification access mechanism for licensed pharmacists with complex adaptability is formed.
