【摘要】：随着国家全面深化改革和全面依法治国进程的推进,边疆治理体系和治理能力也在进行着现代化转型,实现边疆治理机制本体上和路径上的机制创新对边疆治理有着根本意义和决定作用。法治和边疆治理有着本质的内在联系和外在契合,法治是边疆治理现代化发生的价值诉求,不仅是边疆治理体系现代化的基本逻辑起点也是未来边疆治理能力现代化的基本支撑。在国家治理现代化进程中,边疆多民族地区由传统礼俗社会向当代法理社会的社会结构转变意味着中国边疆治理范式的重大转变,依法治边也是未来边疆治理的基本模式,边疆的治理转变也是国家的治理方式和能力现代化的重要组成部分,对国家治理和边疆治理都有深远的重大现实意义。
[Abstract]:With the advancement of the country's comprehensive deepening of reform and comprehensive rule of law, the border governance system and governance capacity are also undergoing modernization transformation. Realizing the mechanism innovation on the Noumenon and the path of the borderland governance mechanism has the fundamental meaning and the decisive function to the borderland governance, and the rule of law and the borderland governance have the essential internal relation and the external agreement. The rule of law is the value demand of the border governance modernization, not only the basic logical starting point of the border governance system modernization, but also the basic support of the future border governance ability modernization. The transformation of the social structure from the traditional civil society to the contemporary legal society in the multi-ethnic border areas means a significant change in the governance paradigm of China's border areas, which is also the basic model of the future border area governance. The transformation of borderland governance is also an important part of the modernization of national governance style and ability, which has far-reaching practical significance for national governance and border governance.
