中美政府采购信息安全制度比较研究

【摘要】：政府采购为政府正常运转和职能的实现提供公共物品和服务,是拉动经济发展的"第四架马车"。政府采购不仅是财政支出管理工具而且还是政府战略目标实现的重要手段,关系着国家安全、公共安全以及产业安全。目前我国政府采购信息安全制度的缺失已经给经济社会发展带来了直接和间接的危害。我国应借鉴美国政府采购信息安全制度,树立政府采购信息安全至上理念,拓展政府采购信息安全的内涵与外延,明确政府采购官员信息安全权责、供应商及其从业人员安全可信等级以及他们相应的政府信息使用权限等。
[Abstract]:Government procurement, which provides public goods and services for the realization of normal operation and function of the government, is the "4th carriage" to stimulate economic development. Government procurement is not only a tool of fiscal expenditure management, but also an important means to realize the strategic goal of the government. At present, the lack of information security system of government procurement in our country has brought direct and indirect harm to the development of economy and society. To establish the concept of information security in government procurement, to expand the connotation and extension of information security in government procurement, and to clarify the information security rights and responsibilities of government procurement officials. Suppliers and their employees of the level of security and credibility and their corresponding authority to use government information and so on.
