彭真与中国特色社会主义法律体系的形成和发展

【摘要】：彭真同志是我国社会主义法制的主要奠基人,他主持宪法修改工作,领导制定了一系列重要法律,促进和保障了社会主义现代化建设,为形成中国特色社会主义法律体系,奠定了坚实的框架基础。他提出加强和改善党对立法的领导、主张立法需要正确政策的指导、立法中新的问题需要探索试验,以及关于制定民法、刑法、经济法的思想观点,产生了积极影响。他关于发挥中央和地方两个积极性、关于赋予地方人大及其常委会立法权的思想观点,对促进地方立法的发展,对形成中国特色社会主义法律体系,对发展中国立法体制,产生了重要影响,值得继承发展和发扬光大。
[Abstract]:Comrade Peng Zhen is the main founder of China's socialist legal system. He presided over the revision of the Constitution, led the formulation of a series of important laws, promoted and guaranteed the socialist modernization drive, and formed a socialist legal system with Chinese characteristics. He proposed strengthening and improving the Party's leadership over legislation, advocating that legislation needs the guidance of correct policies, that new issues in legislation need to be explored and tested, and his ideological views on the formulation of civil, criminal, and economic laws. His ideological views on giving full play to the initiative of the central and local governments and giving legislative power to the local people's congresses and their standing committees have contributed to the development of local legislation and to the formation of a socialist legal system with Chinese characteristics. To the development of China's legislative system, has had an important impact, worthy of inheritance and development and carry forward.
