[Abstract]:Since 2008, the international financial crisis, which evolved from the subprime mortgage crisis, has dealt a heavy blow to the U.S. economy. To address the financing difficulties of small businesses and accelerate the U.S. economic recovery, the U.S. Congress passed the small Business Employment Act 2010 (hereinafter referred to as the small Business Employment Act) in September 2010.
