革旧与创新——读《新英国宪法》

【摘要】：英格兰也许是欧洲国家中最具宪法精神的国家,但却是唯一没有将其宪法诉诸于正式文件的国家。然而,20世纪末,英国宪法发生一系列巨大变化,这些变化使联合王国在不同地区之间形成了一种新的宪政关系。新宪法在这种新的宪政关系中地位是否能够永固,是本文论述的重点。
[Abstract]:England may be the most constitutional nation in Europe, but it is the only country that has not resorted to official documents. At the end of the 20th century, however, a series of great changes took place in the British Constitution, which led to the formation of a new constitutional relationship between different regions of the United Kingdom. Whether the new constitution can be permanent in this new constitutional relationship is the focus of this paper.
