【摘要】：正各省、自治区、直辖市建委(建设厅),计划单列市建委,试点企业所在城市建委,各试点企业:根据国务院关于开展现代企业制度试点工作的部署和要求,结合房地产业的实际情况,建设部确定了一批试点工作,现根据党的十四届三中全会的《决定》和国务院建立现代化企业制度试点工作会议的精神以及《公司法》等法规,结合房地产业的特点,提出如下指导意见。一、试点的目的通过二年左右的努力,把试点企业改建为产权清晰、权责明确、政企业分开、管理科学的现代企业,成为面向国际、国内两个市场的法人实体和合格的市场竞争主体,为房地产行业的企业改革提供有益的经验。
[Abstract]:The construction committees of all provinces, autonomous regions and municipalities directly under the Central Government (construction departments, municipal construction committees separately listed in the plan, the municipal construction committees where the pilot enterprises are located, and the pilot enterprises: according to the arrangements and requirements of the State Council concerning the pilot work of the modern enterprise system,In light of the actual situation of the real estate industry, the Ministry of Construction has decided on a number of pilot projects. According to the "decision" of the third Plenary session of the 14th CPC Central Committee, the spirit of the State Council meeting on the establishment of a modern enterprise system and the spirit of the "Company Law", etc.Combined with the characteristics of the real estate industry, put forward the following guidance.First, the purpose of the pilot project is to transform the pilot enterprise into a modern enterprise with clear property rights, clear powers and responsibilities, separate government and enterprises, and scientific management through about two years of efforts to turn the pilot enterprise into an international one.The legal entities and qualified market competitors in the two domestic markets provide useful experience for the enterprise reform in the real estate industry.
