广西行政事业性国有资产管理体制的改革思路

【摘要】：对自治区行政事业性国有资产管理体制改革是实现政企分开,政经脱钩,规范公共行政管理行为,提高行政效率,维护市场秩序,促进经济社会健康、和谐发展的重要前提。自治区行政事业性国有资产管理体制改革必须由自治区党委和政府出台配套的政策和实施方案,由国资委具体实施:一是自治区各直属单位要分期将其用于出租和经营的行政事业性国有资产整体移交给国资委;二是按《公司法》的要求组建行政事业性国有资产运营有限责任公司;三是按照责权对称,权力制衡,用人市场化,薪酬与绩效挂钩等原则建立以公司法人治理结构为基础,以责任制度为核心,以专家治理为特征的现代企业制度;四是要进行办公用房地产和商业用房地产优化配置、按级别标准制定公务员人均办公面积、按统一的级别标准发放公务员福利津贴及公车使用管理制度等配套改革。
[Abstract]:The reform of state-owned assets management system is an important prerequisite for separating government from enterprise, separating politics from economy, standardizing the behavior of public administration, improving administrative efficiency, maintaining market order, promoting economic and social health and harmonious development. The reform of the administrative and institutional management system of state-owned assets in the autonomous region must be carried out by the party committee and the government of the autonomous region in a supporting policy and implementation plan. The SASAC shall implement the following measures: first, the units directly under the autonomous region shall hand over to SASAC the whole of the administrative and institutional state-owned assets they use for leasing and operating in stages; The second is to set up a limited liability company for the operation of administrative state-owned assets in accordance with the requirements of the Company Law, and the third is to establish a corporate governance structure based on the principles of symmetry of responsibility and power, checks and balances of power, marketization of personnel, linkage of remuneration and performance, etc. The modern enterprise system with responsibility system as the core and expert governance as the characteristic; fourth, it is necessary to optimize the allocation of office real estate and commercial real estate, and to formulate the per capita office space for civil servants according to the level standard. Pay civil service welfare allowance according to uniform grade standard and bus usage management system and other supporting reforms.
